- This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch is the contracting office for this acquisition. The purpose of this notice is to announce the intent to award a firm fixed price award on a sole source basis to Gemini Solutions, Inc. (GSI), in accordance with FAR 13.501(a). The bureau has a requirement to purchase software and maintenance from GSIs Merlin software suite. Reservoir simulation is part of the Geological Interpretive Tools program that provides BSEE geoscientists and engineers with software to evaluate highly technical data generated and used by Outer Continental Shelf lease operators. This program allows BSEE to carry out sophisticated, independent analyses routinely performed by industry, and generate timely determinations and decisions. Reservoir simulation is a key reservoir analysis function and BSEE requires this technology to evaluate proposed operator production strategies in order to independently assess the proposals and approve only those applications which meet regulatory requirements i.e. yield the highest ultimate recovery of oil and gas resources. GSI is the only responsible source that can meet BSEEs requirement. GSI has built a unique tool that has provided the Government with extensive customization to a commercial product that GSI makes available to all of its customers to evaluate gas cap production applications, downhole commingling applications, resolve drainage issues, evaluate royalty relief, and secondary recovery applications. The findings from these evaluations are used to assess the economic, environmental, operational, and safety factors of a proposed development scenario. It is anticipated that contract award will occur on or before September 15, 2014 with a 12-month base period of performance and four 12-month option periods. The applicable NAICS Code is 511210. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit a proposal which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business August 21, 2014 (reference Solicitation No. E14PS00157). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Sagar S.
