- This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet. The Naval Surface Warfare Center, Dahlgren Division, intends to acquire a technical design presentation, a cost estimate, and a modified Multiple Launcher Emulator (MLE) user manual from WinTech, Inc 998 North Eglin Parkway, Shalimar, FL 32579. The aforementioned deliverables will be used to develop a solution to a 12 missile, 6 launcher emulator for the vertical launch. No other vendor has a system that fully emulates the Longbow missile. Wintec, Inc. is the only company authorized by licensing agreements with the US Army, Aviation and Missile Research, Development Command (ARMDEC). The design of the MLE6L is proprietary to Wintec, Inc., and they are the only vendor that has these necessary agreements with AMRDEC, which allows them the access to specific missile and launcher specifications. All deliverables are to be priced Open Market. Vendors must be registered in System of Award Management (SAM) to be eligible for award. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. This acquisition utilizes Simplified Acquisition Procedures in accordance with FAR Part 13. The Government will not issue any additional written request for quotations; all responsible sources may submit a quotation which shall be considered by the agency. The closing date is 20 August 2014 at 1200, noon, Eastern Time. Anticipated Award date is 26 September 2014. Please submit quotes electronically to Sara Kniceley; sara.kniceley@navy.mil.
