- Title: Lead Paint Abatement on Fort Drum, NY Document Type: Pre-Solicitation Notice Solicitation Number: W911S2-14-Q-7970 Classification Code: Z199 Maintenance, Repair or Alteration of Misc. Buildings Set Aside: HUBZone NAICS Code: 562910-Remediation Services Description: The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement to perform Lead Paint Abatement services on Fort Drum, NY to HUBZone concerns (the specific tasks are listed below). The contract type shall be quote mark Firm Fixed Price Purchase Order quote mark. Oral quotes are due on 28 August 2014 at 11:00 AM EST. There is a site visit on August 21, 2014 at 10:00 AM EST. The meeting place will be building T-46, 31 Quartermaster Road, Fort Drum, NY 13602. The group will leave from T-46 promptly at 10:00 AM EST to go to the site. Interested parties must request this information prior to the quote due date in order to receive it. Basis of award will be based on price. This procurement is one hundred percent set-aside for HUBZone concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the System for Award Management (SAM) under the NAICS 562910. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. Specific Tasks: 5.1. GENERAL: All work shall be done by an Environmental Protection Agency (EPA) certified contractor and by personnel trained and skilled in the type of work involved. When new work adjoins, connects or abuts existing work or facilities, the existing work or facilities shall be altered as required and the connections made in an approved and professional manner. All existing work damaged by the Contractor's operations, other than the material or facilities to be removed, shall be repaired or replaced by the Contractor at no additional cost to the government. Prior to the performance of any work, a pre-performance meeting will be held at Fort Drum. The Contractor shall have a representative attend who has the authority to make decisions for, and sign contractual documents on behalf of, the Contractor. 5.2. LOCATION: The site of the proposed work is located at P60 Fort Drum, approximately ten miles northeast of Watertown, NY. 5.3. PRINCIPLE FEATURES: The Contractor hired for the lead paint abatement in building P60 shall submit a written abatement plan for review and approval by Public Works Technical Representative or Project Manager, Public Works Hazardous Waste Manager and Preventive Medicine Industrial Hygiene. The work plan shall provide EPA certification and address specifications of abatement methods, containment methods of dust and debris, protection of workers, clean up during and after abatement, clearance testing and waste management and disposal. The work to be performed will include but is not limited to the following items as specified in contract documents, specifications and drawings. 5.3.1 The Contractor shall abate approximately 5,000 square feet of painted and exposed surfaces. Included in these are concrete floors, walls and ceilings, metal doors, windows, conduit, wooden stairs and cabinets. 5.3.2.Lead paint abatement techniques to be used shall include removal, replacement and encapsulation of paint and building components. 5.3.3. Paint removal requires stripping of the lead paint from the surfaces of the components. 5.3.4.Paint removal processes that can be used are chemical stripping, mechanical stripping, wet scraping/wet sanding and heat gun. 5.3.4.1. Chemical Stripping: Commonly stripper is applied to the building component and later removed by manual scraping. Follow manufacturer's instructions. Chemical stripping may require additional ventilation, respiratory protection and additional cleaning of stripped surfaces to neutralize the acid or base of the stripping chemicals used. 5.3.4.2. Mechanical Stripping: This technique requires the use of power tools. Examples are needle guns, vibrating, belt and rotary sanders, abrasive blasting equipment, etc. Mechanically powered abatement equipment requires the use of high efficiency particulate air (HEPA) equipped vacuum attachments to remove dust generated during equipment use. 5.3.4.3. Wet Scraping/wet sanding manually removes loose and peeling paint. Misting the peeling paint with water or surfactants (wetting agents) before scraping or sanding reduces the amount of lead dust generated during these processes and facilitates clean up. 5.3.4.4. Heat guns are used to soften the paint and then scrape the paint off. The heat gun must not exceed 1,100 degrees Fahrenheit to prevent vaporization of the lead in the paint. Use of heat guns shall require a quote mark hot work quote mark permit from the Fort Drum Fire Prevention Office. 5.3.5. Replacement requires the removal of contaminated building components and the installation of new components free of lead paint. 5.3.6. Encapsulation refers to making the lead inaccessible by covering or sealing the lead painted surface with liquid, cementitious or rigid encapsulating materials. Removal of loose/peeling paint, deglossing and field patch testing may be required to select proper encapsulant. 5.3.7. Contractor Personnel shall wear proper personal protective equipment (PPE). PPE includes but is not limited to coveralls such as tyvek suits, disposable gloves, head covering, hard hats, safety eyewear, footwear and respirators such as half-face HEPA filter air purifying mask or powered air purifying systems. 5.4. SITE PREPERATION: The abatement work area shall be defined as the interior of room numbers 7, 8, 9 and 9A of Building P60. The work area shall also include the outside dock area when removing paint from exterior side of doors, door jambs and windows. 5.4.1. The Contractor shall remove all non-affixed movable equipment, furniture and items from within the abatement work area. Storage of these items shall be made available in the same building. Before removal, these items shall at a minimum be HEPA vacuumed and wet wiped to remove any lead dust contamination. 5.4.2. The Contractor shall HEPA vacuum and wet wipe any equipment or items that will remain within the abatement work area to remove lead contamination. The Contractor shall cover and seal these items with six mil plastic sheeting after cleaning to prevent further contamination during abatement operations and facilitate clean up. 5.4.3. The Contractor shall seal all floor drains, duct, wall and ceiling openings and penetrations to prevent contaminated dust from leaving the abatement work area. 5.4.4. The Contractor shall display signage to warn others of lead abatement in progress and control entry into the work area. 5.4.5. All waste from abatement operations shall be sealed in six mil plastic sheeting or bags. The Contractor shall have containers and drums on site to store and transport contaminated waste and components from abatement operations. The disposal of lead contaminated waste shall be IAW SW-10: Hazardous Waste Management and Disposal procedures. 5.5. DEFINABLE FEATURES OF WORK: 5.5.1. The Contractor shall HEPA vacuum, wet wipe and remove three each wooden cabinets and work bench from rooms number 9 and 9A. 5.5.2. The Contractor shall HEPA vacuum, wet wipe, disassemble and remove wooden stairs in room number 9. The contractor shall install new wooden stairs after encapsulation of other building components is complete. 5.5.3. Wooden cabinets, work bench and stair components shall be wrapped in six mil plastic sheeting and sealed with tape. These items shall be considered hazardous waste and disposed of IAW SW-10: Hazardous Waste Management and Disposal. 5.5.4. The Contractor shall remove all paint from both sides of doors and door jamb in room number 8. The Contractor shall remove blue paint from doors and door jambs in room number 9A. The Contractor shall apply two coats of metal primer to doors and jambs. 5.5.5. The Contractor shall remove all paint from both sides of windows in room number 9 (six each). The Contractor shall apply two coats of metal primer. 5.5.6. Doors, jambs and windows are to be considered friction surfaces and shall only be primed after lead paint is removed. They shall not be encapsulated. 5.5.7. The Contractor shall remove loose/peeling paint on concrete walls, ceilings, floors and metal conduit in room numbers 8, 9 and 9A. 5.5.8. All surfaces to be encapsulated shall be free of dirt, dust, oil, grease, scale, rust, mold, mildew, etc. 5.5.9. Prior to encapsulation, the Contractor shall perform cleaning, surface preparation and field patch testing procedures IAW selected encapsulant manufacturer's instructions. 5.5.10. Documentation of encapsulation field patch tests shall be provided. Documentation shall include name of encapsulant, surface location, substrate, type of patch test, surface preparation and pass/fail. 5.5.11. For proper encapsulant adhesion deglossing of semi-gloss and high gloss surfaces may be required. Follow selected encapsulant manufacturer's instructions for procedures. 5.5.12. Surface repairs shall be made using spackling, paintable acrylic, or leveling compounds to provide a smooth surface for proper adhesion of encapsulant. 5.5.13. The contractor shall apply surface primer if required by encapsulant product manufacturer. 5.5.14. Walls, ceilings and painted conduit shall have a liquid encapsulant applied by brush, roller or sprayer. Encapsulants shall be applied according to the manufacturer's recommended thickness. An encapsulant layer that is applied too thick or too thin may cause premature failure. 5.5.15. The Contractor shall apply Durall Dura Poxy epoxy encapsulant or equal to the floors in room numbers 8, 9 and 9A. Flooring encapsulant shall be applied in multiple layers. Top layer shall have a gray finish and a minimum 10 mil thickness. Base layer(s) shall be of a contrasting color to exhibit any wear to the top layer. 5.5.16. The Contractor shall conduct a daily clean up of the abatement work area and at the end of the abatement project. 5.5.17. There shall be no visual evidence of settled dust following final clean up. If paint chips or dust are observed, the Contractor shall be required to repeat the cleaning effort. 5.5.18. The Contractor shall conduct a final clearance testing using EPA Post-Renovation Cleaning Verification Cards or dust wipe samples to an independent laboratory. 5.5.19. The Contractor shall be responsible for providing a complete and usable facility. 5.6. CLARIFICATION OF WORK: Before submitting quote, it shall be the responsibility of each quoter to visit the site of work, survey the existing conditions and verify all portions of the work to be done, measurements and job site conditions. Failure of the quoter to inspect the site of work prior to preparing his quote shall in no way relieve him of the responsibility to perform all the work required. 5.7. REGULATORY REQUIREMENTS: 5.7.1. Environmental Protection Agency Resource, Conservation and Recovery Act (RCRA) 5.7.2. OSHA Lead in Construction Standard, OSHA 29 CFR 1926.62 5.7.3. OSHA Respiratory Protection Program, OSHA 29 CFR 1910.134 5.7.4. New York State Department of Environmental Conservation Hazardous Waste Management Regulations, NYCRR Parts 370 series. 5.8. DISPOSITION OF MATERIALS: The Contractor shall clean up all debris and discarded materials at the end of each work day. Materials shall be removed from the site by the Contractor and disposed of off-post IAW local, state and federal laws and regulations. In case of a conflict among these laws and regulations, the most stringent shall apply. 5.9. HAZARDOUS WASTE MANAGEMENT AND DISPOSAL: If the Contractor generates or accumulates hazardous waste, i.e., mercury containing items, batteries, PCB ballasts, waste oils, off-spec fuels, waste paint related items and aerosols, in addition to complying with all federal, state and local laws and regulations, the Contractor must follow the Fort Drum Hazardous Waste Management Plan (HWMP) procedures in notifying the Hazardous Waste Manager regarding the use, storage and disposal of any Hazardous Wastes (HW) to include Universal Waste (UW) generated. The HW/UW must be disposed of within New York State Department of Environmental Conservation (NYSDEC) laws and regulations, for timeliness and proper manifesting requirements. Fort Drum has an approved EPA ID number for the disposal of HW/UW from the installation. This is the only EPA ID number that shall be used for disposal of HW/UW generated at Fort Drum. Contractors shall not use their own EPA ID number in any event to dispose of HW/UW that is generated at Fort Drum. The Public Works (PW) Environmental Hazardous Waste Manager or appointed representative must review and sign the waste profiles/waste analysis, Land Ban restriction forms (if applicable), all manifests and bill of ladings for waste that is generated on Fort Drum, prior to shipment off the installation. Provide a New York State Regulating Authority permit for each treatment, storage, disposal or recycling facility utilized. Provide a letter to Fort Drum stating that they are authorized to receive the waste stream from Fort Drum. The transporter of hazardous waste shall be licensed and/or permitted to transport hazardous waste IAW New York State Department of Environmental Conservation (NYSEC) and Department of Transportation (DOT) regulations. Provide a letter to Fort Drum stating that they are authorized to transport the waste stream from Fort Drum and provide a copy of the DEC/DOT transporter operator permit and driver's license with hazmat endorsement. Questions and coordination regarding the disposal of HW/UW should be forwarded to the Fort Drum Environmental Division Hazardous Waste Program Manager at 772-4156.
