Description
Notice of Intent to Sole Source The United States Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division (CPOD) intends to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1)-FAR Part 13.106-1(b)(1)(i) with Columbia University, to provide research services for green infrastructure (GI) treatment methods which includes monitoring rainfall, runoff and temperature at six existing green roofs within New York City for 24 consecutive months and writing a report on the study. This research project builds on a prior research project with Columbia University that evaluated green roof water quality and quantity performance in an urban environment. The prior research project ran from September 2010 to April 2013 under a cooperative agreement with EPA. It involved the design and installation of instrumentation for quantifying the magnitude of stormwater runoff from six extensive green roof sites located throughout NYC. This new project expands monitoring over an additional 24 month period to provide supplementary data with which to test and validate models. The new study will use the same sites and equipment used in the cooperative agreement. EPA has identified Columbia University as the only contractor able to meet the requirements of this procurement. The use of Columbia University is necessitated for continuity of data and data collection for the follow-on study. This will provide a scientifically comparable data set at a price that can be afforded within the project's constraints. This procurement will be accomplished using FAR Part 12 and 13 Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will reviewed for consideration. Responses to this posting must be submitted via the FedConnect website at https:// www.fedconnect.net. Mail, fax, phone and email submissions shall not be accepted. EPA anticipates that award will be made by September 22, 2014.
