- OFFERS CAN BE RETURNED VIA EMAIL TO SHARON.WALKER@NOAA.GOV OR FAX TO 757-664-3845 The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA's) and the National Marine Fisheries Service, Protected Resources Division intend to award a purchase order to characterize the available data collected by NMFS and others on the occurrence of potential anthropogenic threats to North Atlantic right whales within mid-Atlantic waters broadly defined as the region between the North Carolina/South Carolina border and the southern flank of Georges Bank. The Contractor shall gather available data from sources including NMFS, BOEM, Department of Defense, and state agencies on a suite of human activities that have the potential to threaten North Atlantic right whales. The project deliverables will include a report summarizing the collected data along with maps and ARCGIS shapefiles or geodatabases that can be used to map and visualize both right whale spatial distribution and anthropogenic stressors. These stressors include (but are not limited to): shipping traffic, commercial fishing activities, Department of Defense activities, dredge operations, and energy exploration and development operations. The Contractor shall present the study's findings to the Southeast Right Whale Recovery Plan Implementation Team at their semi-annual meeting(s). This is a small business set-aside. The NAICS code for this action is 541990. Size standard not to exceed $15M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
