- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-14-T-0246. This acquisition is issued as an Request for Quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2005-76 effective 25 July 2014 (iv) This acquisition is not set aside. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, Confocal Research Microscope System in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, One (1) Each (vi) Description of requirements: The US Army Research Laboratory's (ARL), Vehicle Technology Directorate (VTD), Rapid Technology Transition Team requires a Confocal Research Microscope System(Aberdeen Proving Ground, B4600, L1091). CLIN 0001: C.1 Confocal Research Microscope System Requirements: The Contractor shall provide a complete turnkey confocal research microscopy system providing high resolution noncontact three dimensional (3-D) surface profile information as well as optical imaging. The system, at a minimum, shall have the following characteristics: The microscopy shall be supplied minimally with a violet laser (approximately 400-410 nanometer (nm) wavelength) to achieve high vertical and lateral resolution The instrument shall be flexible and modular to accommodate other laser wavelengths in the range of approximately 500-800 nm. Additionally, measurement of a fluorescence signal concurrent with separate reflection measurements is an objective requirement. The Contractor shall provide hardware and/or software capable of sampling processing and storing 3-D profile and image information in industry standard formats such as comma separated values (.CSV), bitmap (.BMP), stereo lithography (.STL), etc. The system shall be capable of threshold-based analysis of particle objects, reporting morphological and densitometric data tables. The Contractor shall provide stepper Motor driven Z-drive with linear encoder and minimum of +/- 10 nm accuracy. The system shall allow for scanning the focal plane across a range of Z and the reconstruction of a fully focused image The system shall include objective lenses capable of magnification from 5x - 50x, and options for increased standoff distance from lens to target are required. The system shall include a camera for non-confocal applications, and the capability to record brightfield, darkfield, and polarized images with metallographic grain analysis is an objective requirement. The system shall include a motorized X-Y scanning stage and associated accsories/hardware to achieve x-y positioning and image stitching The system shall be configured and constructed for flexibility to be used in a research and development laboratory environment, which may be accomplished through modularity and the ability for a user to change measurement parameters to meet future needs. Adaptability to specialized optical, topographical, fluourescence, and metallographical measurement tasks and one of a kind research is critical. The system shall be capable of providing 2D and 3D roughness measurements which conform to International Standards Organization (ISO) If required to achieve optimal results, the system shall include a vibration isolation system. The Contractor shall deliver the confocal research microscopy system to Building 434 Aberdeen Proving Ground, Aberdeen, MD 21005. Any installation and/or setup required to render the instrument fully functional shall be performed by the Contractor. (vii) Delivery is required eight (8) weeks after date of contract (ADC). Delivery shall be made to Aberdeen Proving Grounds (APG), Aberdeen, MD. Acceptance shall be performed at Aberdeen Proving Grounds (APG), Aberdeen, MD. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include three (3) records of RELEVANT sales from the previous 24 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE.
