Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W91ZLK-14-T-0625 Maintenance, Repair, and Unscheduled Service Support for Environmental Test Chambers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-72. The solicitation number for this requirement is W91ZLK-14-T-0625. This requirement is being solicited as a small business set aside. The associated North American Industry Classification System (NAICS) Code is 811219, Other Electronic Equipment Repair and Maintenance, and the Small Business Size Standard is $20,500,000.00. The Government intends to award a hybrid Firm-Fixed Price/Time & Materials purchase order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. This procurement will be evaluated as lowest price technically acceptable. Aberdeen Test Center Environmental Chamber Maintenance Contract Performance Work Statement Background: Aberdeen Test Center (ATC) is a testing agency for the Department of the Army and houses various environmental chambers that may or may not be comparable to private industry Heating and Air-conditioning Refrigeration (HVACR). The Aberdeen Test Center requires maintenance and repair services on various test chambers located at the Aberdeen Proving Ground (APG). These services require experienced and qualified technicians in the field of industrial refrigeration. To support the Mobile Environments Unit mission, there are approximately 70 custom-built environmental chambers located throughout the ATC ranges designed to perform testing in general accordance with MILITARY STANDARD 810. This contract supports the ATC Simulated Environmental Branch through preventive maintenance, repairs and emergency response. The maintenance and repair services are also required to meet the Occupational Safety and Health Act (OSHA) requirements of the standard Combined Federal Regulation (29 CFR1910) and the ATC Process Safety Management (PSM) program. I.Fixed Price Preventive Maintenance: All preventive maintenance shall be performed semi-annually, evenly spaced within the contract period of performance on all equipment listed in Table 1. Equipment listed for maintenance is for general information. The Contractor shall field verify for proper make, model, type and/or size. After performance of the maintenance visit, a detailed report on the condition of all equipment shall be submitted. Status Report should include Equipment Performance Data Sheet and Equipment Status and Reliability Report. The following Scope of Work outlines the requirements that may need to be accomplished /performed in response to providing technical support: MECHANICAL 1.To verify the running condition of the chambers and record all basic mechanical operational data which should include the following: a.Pressure Readings 1.High 2.Low 3.Static b.Temperature Readings c.Humidity Readings 2.Perform leak testing on refrigeration system of the chambers as needed and as requested. a.Pipe connection points b.Solder points on the following refrigeration components: 1.Compressor suction and discharge ports 2.Filter drier connection points 3.Pressure regulating valves connection points 4.Sight glass connection points 5.Refrigerant Accumulator and Receiver connections points 6.Hot Gas by-pass connection points 7.Refrigerant metering device (TXV) connection points 8.Other soldering points not mentioned above 3.Perform troubleshooting procedures in detecting the causes of issues related to mechanical and refrigeration system performance of testing chambers. Troubleshooting issues should include the following: a.Low refrigerant charge b.Overcharged system c.Insufficient cooling and heating d.De-humidification and Humidification issues e.Insufficient air flow f.Pressure reading issues g.Other refrigeration and mechanical system issues not listed above which is affecting the standard operating performance of the chamber 4.Replace mechanical and refrigeration parts and components to correct related issues to chamber performance. Mechanical and refrigeration components shall include but will not be limited to the following: a.Compressor b.Pressure regulating valves c.Hot Gas by-pass d.Driers 1.Suction line 2.Liquid line e.Refrigerant metering device f.Accumulator g.Liquid line receiver h.Evaporator coil i.Condenser coil j.Refrigerant distributor k.Condenser fan assembly l.Evaporator blower assembly m.Refrigerant Distributor n.Sight glass o.Other parts and components not listed above ELECTRICAL 1.Perform line-to-ground continuity testing (while equipment is quote mark off quote mark ) to verify grounded electrical connections or components. This procedure shall always be conducted prior to troubleshooting chambers so as to avoid shorting the line circuitry of the facilities which could lead to delays on existing operations. 2.To verify the running condition of the chambers and record all basic electrical operational data which should include but not limited to the following: a.Voltage readings and Current readings on the following points: 1.Compressor line 2.Fan motor line 3.Main disconnect equipment supply line 4.Dehumidifier units 5.Electrical Heater 3.Visual inspection on the following electrical components to check for deterioration or possible issues of malfunction: a.Magnetic contractors b.Switching relays c.Current relays d.Solenoid coils e.Pressure switch f.Capacitors g.Silicone Controlled Rectifier (SCR) h.Terminal blocks i.Printed Circuit Boards j.Other electrical and/or electronic components not listed above k.Compressor l.Blower Motor m.Fan Motor 4.Perform troubleshooting of the electrical/electronic system of the chamber which include but are not limited to the following parts and components: a.Power supply system b.Cooling Electrical system 1.Compressor 2.Condenser Fan motor 3.Chamber circulating Fan motor 4.Solenoid circuit c.Humidifying/Dehumidifying Electrical System d.Micristar Controller e.Watlow controller f.Limit Switches g.Electronic circuit boards h.Other electrical/electronic system of the chamber not listed above. 5.Replace as needed and as requested, defective electrical/electronic components based on inspection, service, repair and/or troubleshooting findings. OTHERS 1.Perform servicing and preventive maintenance procedures on chambers as needed and as requested. 2.To provide suggestions and recommendations to upgrade or maintain the performance of testing chambers. 3.Service tickets will be submitted to document ALL work performed. Manufacturer drawings will be updated depicting modifications or upgrades. 4.Replacement and/or repair parts will be provided by either the customer or the vendor. Parts to be provided by the vendor require approval by the customer prior to purchase. II.Time and Material (T&M) a.Unscheduled Maintenance and Repair Visits 1.Shall be performed within three (3) to five (5) working days upon notification and submission of request. 2.A detailed report on the repair that was conducted should be submitted after the performance of the repair. 3.Contractor shall list labor rates for T&M work on invoice for labor worked III.Requirements for Contractors 1. Contractor shall be a duly licensed environmental chamber repairer that possesses a License in Refrigeration repair and maintenance. A copy of Certifications and Licenses shall be submitted to be kept on file for future reference. 2. Servicing, maintenance, troubleshooting, and repairs of environmental chambers shall only be performed by qualified and certified technician(s) with an EPA Universal Technician Type License. A copy of the technician's EPA License shall be submitted to be kept on file for future reference. 3. Other licenses needed to perform servicing, maintenance, and repairs of environmental chamber not listed above. IV.Deliverables and Performance 1.Contractor shall be responsible to deliver all maintenance services, semi-annual maintenance report, mechanical integrity check sheets, emergency service tickets, and any other documentation that results from the work listed under this performance work statement. 2.Performance will take place at Bldg 670 and locations where the Testing Chambers are dispatched at Aberdeen Proving Ground, Maryland. Normal workdays are Monday through Friday except U.S. Federal Holiday. Core hours of work are from 0700 to 1630 daily. Unless otherwise requested no work shall be performed during holidays, post closure events, weather, and security closures. 3.Recognized Holidays: The contractor will not be required to work on the following holidays. V. Special Requirements 1.Security and Safety. a.Contractors must be U.S. Citizens in order to attain an unescorted visitor badge. The contractor shall sign a Contractor Visitor security Agreement to protect classified information involved in performance under this contract or Task Order. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; periodic security review; and other responsibilities as required. CLIN 0003: $__________ Contractor Manpower Reporting Application Accounting for Contract Services Cost for Providing Accounting for Contract Services - APG 5152.237-490, Accounting for Contract Services Requirement, has been added to the statement of work, and Contractor is required to provide data on contractor manpower (including subcontractor manpower) for performance of this contract.
