NOI- Zeiss Orion Helium Ion Microscope FBO ANNOUNCEMENT: PRESOLICITATION NOTICE/NOTICE OF INTENT TO SOLE SOURCE ACTION CODE: <PRESOL/NOI> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Zeiss Orion Helium Ion Microscope SOLICITATION NUMBER: NB647000-14-04586 RESPONSE DATE: September 2, 2014 CONTACT POINTS: Harry Brubaker, Contracting Officer, 301-975-8330 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Carl Zeiss Microscopy, LLC for the service and maintenance of a Zeiss Service Contract for ORION PLUS (ZEISS) Helium Ion Microscope(HIM) under other than full and open competition by the authority of FAR subpart 13.106(1)(b). The National Institute of Standards and Technology (NIST) Boulder Laboratories are charged with developing and validating metrologies for materials and chemicals used in a diverse range of applications. This is partially accomplished by observing the microscopic structure of materials, both engineered and natural, with a helium ion microscope (HIM) to determine the nature of materials as well as responses to external stimuli. Chemical analysis with reflected ions may be performed during HIM studies. Additionally the HIM has seen use performing nanoscale lithography. To aid in the development and validation of material metrologies, NIST Boulder Laboratories intends to purchase a service maintenance agreement to protect and maintain an existing helium ion microscope. This will ensure HIM performance, and the timely repair of inevitable instrument breakdowns. Without such a service maintenance agreement in place, instrument performance degrades with time since internal parts become contaminated with use, and parts wear out or fail without replacement, rendering the microscope unusable. If the microscope performance degrades substantially, then NIST will no longer remain among the best in the world at HIM imaging, and therefore the quality of research results generated with this microscope degrades significantly. If the microscope fails to operate, site-wide projects will fail to meet milestones and objectives. The primary requirement is to ensure reliable operation through preventative maintenance service as well as obtain prompt, high-quality emergency service and repairs for an ORION PLUS (ZEISS) Helium Ion Microscope as necessary. The Contractor shall provide all support for the preventative maintenance; system enhancements; service calls for the execution of this contract. The Contractor is responsible for maintaining accurate records of maintenance and repair activities. Carl Zeiss Microscopy, LLC is the only contractor that can provide the required ORION PLUS (ZEISS) Helium Ion Microscope. The technology is proprietary, and there are no authorized distributors. Therefore, Carl Zeiss Microscopy, LLC is uniquely qualified to provide the required ORION PLUS (ZEISS) Helium Ion Microscope service and maintenance to this highly scientific equipment. This requirement is expected to be awarded in September, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20.5 Million dollars. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on September 2, 2014. Inquiries will only be accepted via email to Harry.Brubaker@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
