- NASA/AFRC has a requirement for one Portable Enhanced Flight Termination System (EFTS) Transmitter with the following specifications: Capable of sending all standard Enhanced Flight Termination System commands RF Output: SMA-F connector Portable, capable of fitting within carry case size of 15" x 13" x 10" Operating temperature range, 0 C to +40 C Storage temperature range, -20 C to +85 C RF frequency range: 420.0 MHz to 450.0 MHz, tunable in 100 kHz steps RF frequency deviation: 50 kHz ( 3%) RF power range (dBm): -10, -5, -3, -2, -1, 0, +1 dBm, 1 dBm EFTS user defined field: configurable Dedicated slot to accept Triple Data Encryption Standard (DES) Unit (TDU) locations 1-50, in addition to the encryption key location Features to include:Arm/Terminate sequencing, auto counter and inverted modulation Test outputs: 7200 bps clock, 7200 bps NRZ data, 50 bps frame sync, and new command pulse Weight: < 10 lbs NASA/AFRC intends to purchase the item from Bourne Technologies. Bourne Technologies devloped the software that successfully communicates with the EFTS receivers. The software and hardware components have been thoroughly tested and vetted to ensure the EFTS responds exactly how it should in case of an urgent or emergency situation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on 10/14/2014.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
