Description
This acquisition is proceeding as a Competitive SMALL BUSINESS SET ASIDE, Invitation for Bids (IFB). This Procurement will be conducted under FSC CODE: Z1KF, SIC CODE: 1629, NAICS Code: 237990. Estimated Cost Range: $10,000,000.00 - $25,000,000.00 JOB DESCRIPTION: The work consists of maintenance dredging the Redwood City Harbor Channel of up to 703,600 cubic yards of dredged material to provide an authorized project depth of -29.5-feet plus 1 foot allowable paid over-depth. Dredged material excavated from the Redwood City Harbor shall be transported and disposed at the Government-furnished in-bay disposal site at Alcatraz Island, SF-11 during two separate construction periods. The Base contract requires the bidders to submit bids for dredging 302,200 cubic yards to a depth of -28-feet plus 1 foot allowable paid over-depth during the first work period with disposal at SF-11 beginning after NTP and ending on 30 November 2014. There is a monthly disposal limit at SF-11 of 200,000 cubic yards, and a total in-bay calendar year limit of 400,000 cubic yards, including non-pay material for the FY14 Redwood City Harbor Maintenance Dredging Project. The Option work includes bids for dredging approximately 401,400 cubic yards to a depth of -29.5-feet plus 1 foot allowable paid over-depth during the second work period with disposal at SF-11 beginning after 1 June 2015 and ending at the end of the period of performance. The monthly disposal limit for SF-11 is reduced to 150,000 cubic yards after 1 May 2015. The in-bay back-up disposal site for this project is the San Pablo Bay disposal site SF-10, which also has an annual disposal limit of 500,000 cubic yards. All dredging, material transportation and material placement shall be in accordance with the project plans, specifications, permits, regulatory guidance and applicable contract clauses. The solicitation will be available on/about 18 August, 2014, for Viewing/downloading documents. All BIDS will be due on/about 17 September 2014/1:00 pm PDT. The specific date and time will be identified in the solicitation. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the IFB is issued. Viewing/downloading documents from FedBizOpps will require prior registration in System for Award Management Registration (www.sam.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the IFB documents. To register, click on the Register Now button in the Vendors Block and follow the instructions. The following information will be required: System for Award Management Registration (SAM) Marketing Partner Identification Number (MPIN); DUNS Number or Cage Code; Telephone Number; and E-mail Address. When viewing the Synopsis/Pre-solicitation Notice, you will click on the ADD ME TO INTERESTED VENDORS to enter your information. This function does not, however, allow you to identify yourself as a Prime or Sub. It is recommended that you identify your category in parentheses at either the beginning or end of your company name. For example: (Prime/Sub) XYZ Construction, or XYZ Construction (Prim/Sub).
