Description
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) intends to award a sole source contract to the National Academy of Sciences (NAS), 2101 Constitution Ave NW, Washington, DC, 20418-0007. The proposed contract action is for professional services in support of advancing the community resilience mission and promoting national disaster risk reduction. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. DHS/FEMA intends to award a noncompetitive, sole source contract to NAS for Community Resilience Technical Assistance for a period of twelve months. The North American Industry Classification System (NAICS) code is: 541690 - Other Scientific and Technical Consulting Services. Interested parties are responsible for monitoring the Federal Business Opportunities (FBO) website for updates regarding this acquisition. FEMA's mission under the Community Resilience Technical Assistance contract will contribute to a greater understanding of community resilience; elements of successful resilience strategies; identify resilience measures; and the application of resilience strategies throughout the nation and across community networks. This contract action will build from deliverable called for in the NAS 2013 contract, which will support continuity of the Resilient America Roundtable; facilitate and enhance the exchange of ideas among scientists, practitioners, academic communities, international partners and governmental and non-governmental policy makers concerned with urgent and important issues relating to natural, technological, and other disasters. NAS is the only source that can meet and continue to build upon the established Resilient America Roundtable which focuses on specific disaster related topics and/or issues selected by the Resilient America Roundtable members and committees. It is imperative for NAS to continue the development of community resilience methodology and evaluation of approaches to provide technical assistance, technical assistance tools and resources to support community resilience in at least eight (8) communities. This effort cannot be duplicated by any other source. NAS will coordinate the development of a strategy for whole community engagement on advancing the principles of mitigation and resilience, particularly as they relate to the mitigation principles conveyed in the National Mitigation Framework. The NAS report entitled "Disaster Resilience: A National Imperative" report highlights six recommendations to help the nation achieve a future vision where everyone has access to the information needed to make communities more resilient. This report is also viewed as the most comprehensive and in-depth review of resilience. These capabilities will continue to support FEMA's mission under Community Resilience and avoid incompatible issues and unnecessary costs. This notice of intent is not a request for competitive proposals. However, all interest parties may identify their interest and capability in response to this notice by 2:00 p.m. (EST), 22 August 2014. Any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone request will not be considered.
