The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, contemplates issuing a single source purchase order to Rhode & Schwarz to obtain specialized test equipment required to perform engineering testing and troubleshooting of ILS systems. The following are the Portable ILS Receiver requirements for engineering work and for troubleshooting ILS systems, especially for intermittent outages: 1) Logging data capability. 2) Capability to remotely access the data log; control via RS-232 and TCP/IP 3) Capability to control the instrument remotely. 4) Required to measure Course and Clearance ILS signals simultaneously; allows for measurement of Course without removing Clearance and vice versa 5) Availability of Time and Frequency domain options: Spectrum Analyzer and Oscilloscope features. 6) Required minimum of 10 hours of battery time 7) Need 100% DSP (Digital Signal Processor) Receiver to eliminate measurement variations that are present in analog systems. The North American Industry Classification System (NAICS) is 334515, with a size standard of 500 employees. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for quote of any kind. The FAA is not seeking or accepting quotes at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time the nature of the competition has not been fully determined. The FAA may decide to do a full and open competition; other than full and open competition; or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to encourage statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of meeting the requirement as described above. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: - Type of services and products provided by your firm - Number of years in business 2. Clearly state whether you can meet all seven ILS Receiver and systems requirements specified above. 3. Submit documentation verifying distribution rights to Rohde & Schwarz products Attached is a Business Declaration Form. Please respond by reviewing the attached Requirements Document and submitting a filled-out and signed copy of the Declaration form (please submit electronically, email to address below). All responses to this market survey should be received by 5:00 p.m. Central (Oklahoma) Time, Wednesday, August 20, 2014.
