Description

Synopsis This is a pre-solicitation announcement for the Department of Veterans Affairs, William Jennings Bryan Dorn (WJBD) VA Medical Center, Columbia, South Carolina, 29202. A Request for Proposal will be issued on the Federal Business Opportunities website on or about August 27, 2014 for Ambulance Service for the WJBD VA Medical Center, Columbia, SC. 29202. This announcement is a total set-aside for Service Disabled Veteran-Owned Small Businesses. The VA is seeking a qualified Contractor to furnish the necessary personnel, equipment, and services to provide basic life support and advanced life support (critical care) unit ambulance services for WJB Dorn VA Medical Center and affiliated community based out-patients clinics. Vehicles shall be required for service between 24 hours a day, seven days a week including all Federal Holidays/other Holidays. This shall include urgent or emergent requirements and non-emergency requirements. The performance period will consist one base year and 4 one-year option periods to be exercised at the discretion of the Government. This procurement is set-aside for Service Disabled Veteran Owned Small-Business (SDVOSB) firms. The North American Industry Classification Code (NAICS) for this procurement is 621910, Ambulance Services and size standard is $14 million. The government intends to award a Firm Fixed-Price, Requirements Type contract in September 2014. The solicitation will result in the award of a single contract. This notice is for informational purposes only and is not a request for submission of offers. As authorized by FAR 5.102, solicitation dissemination is limited electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various proposal documents, statement of work, and forms, will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov) tentatively on August 27, 2014 with a due date to be specified in the Solicitation. No other site shall be used to obtain these documents. All interested offerors should register at www.fedbiopps.gov so that others will know of your interest in participating in this procurement. An Offeror's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the offeror's responsibility to register at the FEDBIZOpps website. Offerors are advised that they are responsible for obtaining all proposal documents and acknowledge any amendments, and should revisit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective contractors shall complete electronic annual representations and certifications shall be registered in the System for Award Management database at http:www.sam.govm shall be verified in the Vetbiz Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS 100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
