- Solicitation number, SPE4A6-14-R-2099, SC1000027719, NSN 1440-01-348-7503, Rail Launcher, Guided Missile. Unit of issue is each (EA). Item is in accordance with drawing number 98752 9030056 dated 9/03/1991, part piece 9030056. Contractor first article test (FAT) is applicable. Configuration control and export control apply. Solicitation is a 100% Small Business Set Aside (SBSA) procurement using the procedures of full and open competition after exclusion of a source. Non-commerial and not CSI. The solicitation will result in an Indefinite Quantity Contract (IQC) for a base year plus 4 option years. The requested delivery is 280 days if Contractor first article test (FAT) is waived or 380 days if FAT is required. The highest priority weapon system is 26F and the end item is Aircraft F-16. The guaranteed minimum quantity (base year only) is 9 each. The estimated annual quantity is 34 each. The maximum quantity each year is 53 each. Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) applies. Final contract award decision may be based upon Price, Past Performance, and other Evaluation factors as described in the solicitation. FOB origin with inspection and acceptance at origin/destination for the first article test clin and FOB origin with inspection and acceptance at origin/origin for shipment of supplies. This solicitation is being issued under the First Destination Transportation (FDT) program. For FDT program transportation requirements, see DLAD clause 52.247-9059 F.O.B. Origin, government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program-Shipments Originating Outside the contiguous United States (OCONUS). Additional information about FDT can be found on the FDT website ( http://www.dla.mil/FDTPI/)." Solicitation will issue on September 2, 2014 with a closing date of October 2, 2014. Reverse auction clause 52.215-9023 applies. Since a Reverse Auction may be conducted, offerors are encouraged to access website dla.procurexinc.com to see how to participate in an auction.
