Description
DD Form 1423-1 CDRL Request For Quotation Brand Name Justification and Approval. Solicitation Number: M67854-14-Q-5025 Notice Type: Combined Synopsis/Solicitation Synopsis: The Marine Corps Systems Command has a requirement to procure one (1) Telehandler, Extreme model XR 2450EC on a Brand Name basis along with training, and provisional items. This procurement includes one Extreme model XR 2450EC telehandler, repair and refurbishment, Engineering Bill of Materials (BOM), Spares Package, Basic Issue items, Warranty, and Operator Training. Approved Justification and Approval to Procure Using Brand name Specification(s) is attached. This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with FAR 13.5 and additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The subject Request for Quote (RFQ), M67854-14-Q-5025 incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-50. The NAICS code for this procurement is 333120 and the small business size standard is 750 employees. Description of Supplies: The MCSC requires one Extreme model XR 2450EC telehandler, repair and refurbishment, Engineering Bill of Materials (BOM), Spares Package, Basic Issue items, Warranty, and Operator Training. The delivery date for these items is 1 February 2015. Proposal Submission: The Government intends to award one contract as a result of this solicitation. All proposals shall include pricing for F.O.B Destination, SAM/ORCA information, company point of contact information, GSA contract number (if applicable), and payment discount terms. GENERAL INSTRUCTIONS: All proposals shall comply with the instructions in the FAR 52.212-1 Addendum in the attached SF 1449. Each response must clearly and concisely address the capability of the offeror(s) to meet all specifications and requirements. The Government will not assume that an offeror possesses any capability, understanding, and/or commitment that is not specifically delineated and supported in its respective proposal. Quotes shall be valid for 60 days from the submission deadline. PRICE: Offerors shall submit a price for all Line Items (CLINS) listed in the solicitation document; failure to do so will render your proposal non-compliant. SUBMISSION: O fferor(s) shall submit their quote via e-mail by the required date and time listed herein. E-mail all quotes to the following email address: thomas.anable@usmc.mil and stasia.baker@usmc.mil. The email subject line should include the following text: "Response to RFQ M67854-14-Q-5025 (company name here)." Terms and Conditions See the attached Standard Form 1449 for all terms and conditions. Evaluation Factors The following provision is incorporated by full text into FAR 52.212-2: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced technically acceptable (LPTA). 1. Technical acceptability. Proposals shall be evaluated on their ability to provide the Marine Corps with Extreme model XR 2450EC telehandler, repair and refurbishment, Engineering Bill of Materials (BOM), Spares Package, Basic Issue items, Warranty, and Operator Training in accordance with the technical requirements in the solicitation document. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Offerors must be registered in the System for Award Management (SAM) to be eligible for award. The CCR internet web site is http://www.sam.gov.
