Description
AMENDMENT #2: Due date for bids has been moved back to 26-Aug-2014. AMENDMENT #1: Period of Performance extended through September 1, 2015. A proposed work schedule is required with your quote. Project Details: Marcott Coulee Well located approximately 32 miles Northeast of Roy Montana in Fergus County was drilled approximately 20 years ago. Ten years ago it developed a leak in the annulus between the casing and the drill hole. The BLM seeks to hire a contractor to set a temporary plug of any sort set near 1155 feet below the surface inside the existing 6 inch casing. IF the plug stops the leak, the contractor will then correct the leak using a new four inch casing set from the surface to as near to 1155 feet deep as the well construction will allow. After the leak is corrected the contractor shall then install a Monitor Well head with a short length of HDPE pipe, curb stop, and all associated fittings to provide a pumper filling station in a fenced enclosure. Otherwise, if the plug does not stop the leak the well shall be legally abandoned as per the State of Montana rules and regulations. The contractor will be paid for mobility and setting the plug. If the plug is successful, then the items necessary to fix the leak and put the well into use will be paid. If not, then the item necessary to abandon the well will be paid for. No hard copies of the solicitation will be issued. A Site Tour has been scheduled (see FedConnect). Response date is currently set for 12.August.2014. ALL questions are to be submitted VIA EMAIL to csweeney@blm.gov at least seven days before the solicitation closes. Estimated price range is between $25,000 and $100,000. 100% payment protection is required for construction contracts awarded over $30,000. The awardee will be required to obtain payment protection within ten (10) day of Notice of Award. This is a Small Business Set-aside. Offers will be accepted from all responsive and responsible small business concerns. An active registration in System for Award Management (SAM) (www.sam.gov) is required by the solicitation close date. Registration is free. Pre-solicitation not required under SAT per 36.213-2(a)
