Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA786-14-Q-0325 and the solicitation is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. This project is set-aside 100% for Service Disabled Veteran Owned Small Business Concerns and the associated NAICS code is 561730. The small business size standard is $7.0M. The scope of work includes having a single contractor provide all plant, labor, tools, parts, equipment, transportation, supervision, taxes, delivery and installation charges for delivery and installation of approximately 26,000 square foot of sod during the month of May 2015, and approximately 26,000 square foot of sod during the month of September 2015. In addition to the above, the contractor will be required to deliver without installation approximately 7,500 square foot of sod during spring 2015. All work will be accomplished during normal duty (Monday thru Friday- 8:00 a.m. to 4:00 p.m.) Grass sod will be ordered, delivered, inspected and installed depending on internment rates at the Cemetery. All work will be done in strict accordance with the attached scope of work and installation standards will be adhered to the most rigid of industry standards. This project is subject to the availability of funds as prescribed by FAR 52.232-18. Funds are currently unavailable for this acquisition and the Government's obligation under this contract is contingent upon availability of appropriated funds for which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. All questions regarding this solicitation shall be emailed in writing to the Contracting Officer at derek.reed@va.gov. Quotes can be emailed or mailed. Mailed quotes can be sent to the attention of Mr. Derek C. Reed, National Cemetery Administration, Contracting Officer, 155 Van Gordon Street Lakewood, CO 80228. The deadline for receipt of questions is August 29, 2014- 4:00 p.m. MST. The contract performance period is written for one base year consisting of 12 months beginning October 1, 2014 and concluding September 30, 2015. The performance period for option year one will commence October 1, 2015 and conclude September 30, 2016, and each subsequent option period thereafter will fall on the anniversary date of October 1st and conclude September 30th. All work and/or deliveries of Grass Sod will be performed at the Fort Logan National Cemetery located at 4400 West Kenyon Avenue, Denver CO 80236. The following factors shall be used to evaluate offers: Factor 1) Past performance and experience; and Factor 2) Price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items is applicable to this acquisition and offerors are required to be registered in www.sam.gov. SAM is a single source website for vendor data. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and those clauses applicable are marked on the attached solicitation document. Electronic quotes can be emailed to derek.reed@va.gov, and the RFQ closing date is September 16, 2014-2:00 p.m. MST. Quotes submitted must be valid for a minimum of 90 calendar days from RFQ closing. The National Cemetery Administration requires all quoters to be registered in (www.sam.gov), and Vetbiz.gov (www.vetbiz.gov) to be eligible to receive an award subject to this announcement.
