THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS) Research Triangle Park, NC 27709 intends to negotiate with Med Associates Inc., St. Albans, VT 05478, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The Developmental Neurobiology Group studies the role of norepinephrine in brain development and the long-term behavioral consequences of altered norepinephrine signaling. Norepinephrine signaling is known to be disrupted by a wide range of environmental toxicants including methylmercury, methyparathion, 1-bromopropane, ozone, and tobacco smoke. The Neurobiology Group has generated a series of mouse lines that mode the potential effects of genetic or environmental perturbations to uncover critical periods of norepinephrine system development, and to determine the long-term structural and behavioral consequences of these manipulations. The Med Associates open-field equipment is required to record spontaneous behavioral activity as well as evoked activity induced by important experimental factors like stress or environmental toxicants. These chambers enable us to record a wide range of behaviors (i.e. distance traveled, stereotype, rearing, etc) over a long period of time (e.g., hours to day) with automated precision. Simultaneous recording of neural activity in live, behaving mice is also enabled by these chambers because the housing is compatible existing in vivo recording equipment at NIEHS. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The award is subject to approval of the justification for other than full and open competition. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Med Associates Inc. The NAICS Code/Size is 334515/500. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
