Description
SOURCES SOUGHT NOTICE This is not a Request for Proposal. The government does not intend to award a contract from the results of this Sources Sought Notice. The applicable North Atlantic Industry Classification Code (NAICS) for this requirement is 541511 and the small business size standard is $27.5M. United States Military Entrance Processing Command Integrated Resource System (USMIRS) sustainment supportUSMIRS is the official accession processing and reporting system for Department of Defense (DOD) and for reporting accession data for the Services to Defense Manpower Data Center-West (DMDC-W) for statistical analysis, including applicant processing, reporting requirements, and quality assurance (QA) standards. The USMIRS family of systems is composed of distributed database/application servers utilizing a custom enterprise replication system for data synchronization. An AIX-based database/application server is deployed to each of the 65 Military Entrance Processing Station (MEPS) sites, and a 66th database/application server is used at the USMEPCOM Headquarters. This allows each MEPS to operate autonomously when network connectivity is interrupted. Database transactions applied to these servers are replicated on a centralized relational database (CRDB), also located at the USMEPCOM Headquarters. The CRDB coordinates the ownership of applicant data among the 65 MEPS, and distributes data received from external agencies to the MEPS databases for processing. The CRDB also serves as the primary source for data feeds provided to accession partners and USMEPCOM business intelligence (BI) data analysis functions. CRDB fault tolerance is provided by a standby copy of the database maintained on a second server, also located at USMEPCOM Headquarters. The contractor shall have knowledge and expertise in IT system application database support to include: Java/J2EE programming; Oracle Forms and Reports; Oracle Fusion Middleware Suite; Web and Internet programming concepts; Object Oriented Programming design concepts; data security; Capability Maturity Model Integration process; architecture/ programming aspects such as connection pooling, cluster configuration, application tuning page flow, portlet to portlet communication and portal caching; application unit testing and peer review; Hypertext Markup Language (HTML); Structured Query Language (SQL); JavaServer Page (JSP); Java Database Connectivity (JDBC); Java Script; STRUTS; Microsoft Visual Studio 2008 (or later); C++; eXtensible Markup Language (XML); Unified Modeling language (UML); Web Services and Service Oriented Architecture (SOA); Java Web Services for SOA integration (including SOAP, XML Schema, JSON, open APIs and/or REST); Oracle Business Rules for Architecture. Authoring Tool, Engine, Dictionary, RL Language; Declarative Rule and RETE Algorithm implementation; Oracle Business Process Execution Language (BPEL) Process Manager, Oracle BPEL Process Designer; Oracle BPEL Worklist Application; Oracle Workflow Services; Oracle SOA Composite Editor; Oracle JDeveloper; and Human/IT Workflow Analysis. The proposed period of performance will be for a one-year base period and a one-year option period. The intent is for this requirement to be a single award firm fixed price contract. Potential offerors must be able to perform the entire requirement. If your company is unable to perform the entire requirement, provide information regarding the portions your company is able to provide. Please limit your response to no more than 7 pages and include the following: 1. Business Information: company name, address, point of contact, phone number, email address, D&B Duns Number, and business size and classification (i.e., small business, 8(a), woman-owned, service-disabled veteran-owned, HUBZone, large business, etc.). 2. Capability Information: Describe your overall capabilities, experience, and resources for performing a contract of this type. Describe your ability to manage a contract of similar size and scope. Responses to this notice may contain company proprietary information and must be marked accordingly. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). This is a market research tool being used to determine procurement strategy. Responses to this announcement must be submitted by 5:00 PM, Eastern Time (ET), on Wednesday September 3, 2014. No extensions will be granted and no responses will be accepted after this closing date. Responses must be in writing and submitted electronically to James Hurt at james.hurt.civ@mail.mil. Responses should also include the Sources Sought number in the subject line of the email message. This Sources Sought Synopsis is issued for maximizing competition.
