Description
Long Life Environmental Monitor - Sources Sought Announcement The US Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Logistics Research and Engineering Directorate (LRED) of the Army Armament Research, Development, and Engineering Center (ARDEC) at Picatinny Arsenal, NJ, is seeking potential sources for a long life environmental monitoring device as further described below. The applicable NAICS codes for this effort are 334 418, 334 412, and 334 413. The Army (LRED) in conjunction with a Dept. of Energy National Laboratory has already designed and developed a long life environmental monitor functional prototype. Design information about this device will be provided to interested parties upon written request in support of a response to this announcement. The design information includes: - Printed circuit board layouts - Components/parts list - Gerber files - Plastic case drawings The purpose of this announcement is: 1.To determine what companies are able to produce between 250 and 2000 units as per the existing design information provided by the government, and/or: 2.To see what companies might be able to make some improvements to the existing design - such that it could likely be produced more economically, and/or: 3.To see what companies might be able to significantly redesign the device with the key objective of lower unit cost, and still meet performance requirements. Note, for item 1 (above) the contractor shall be provided by the Government the plastic case that houses the electronics. However, the contractor will need to install the PCBs inside the case and make the appropriate electrical connections. If desired, the Government would provide the case for option 2 above as well. If a company pursues option 3 above, the Government would also provide the case if desired, although for this option it is expected that that would not be likely. The existing case uses a highly durable engineering resin - Ultem, to withstand the rigors of military environments. Background regarding the operational capability of the environmental monitor: The environmental monitoring device currently has the ability to monitor 3-axis shock (up to 5,000 Gs), 3 axis vibration, temperature, and humidity for approximately 7-9 years on the 7.2 Amp-Hr power supply. Shock is monitored continuously but other environmental parameters are sampled at periodic intervals - hourly for temperature and every 6 hours for humidity. The device needs to be highly tolerant of environmental extremes encountered in military operations around the world. Operating temperatures can range from - 65 F to + 185 F. Data is captured in Random Access memory (RAM) and periodically deposited in EEPROM memory as well as a backup SD card. Most data is stored in a quote mark binned quote mark or histogram format to limit the total amount of data kept on board the device. Data is downloaded periodically via a cable connected to a tablet or laptop computer. LED indicator lights will trip to a RED state if pre-established critical trip points are breached. The LED status is checked by an operator by pressing the membrane switch on the unit. The plastic case (see picture below) was designed to enable it to be securely mated to an existing metal cylindrical container end cap/lid that stores items of interest to the Army. Tasks Required of the Prospective Contractor: The scope of the effort to be conducted by the prospective circuit board and final assembler (the ASSEMLBER) is described in this section, separated into three sets of activities. Planning activities include the following: Providing evidence of an ISO 9001 certified quality system. Establishing and documenting a manufacturing plan for the assembly of the device. Procurement activities include the following: Procurement of component materials per bill of materials. oProcurement does not include components provided by the Government - which includes: Plastic case/mechanical enclosure, including screws, seals, and mounting hardware The momentary switch that is preinstalled on the mechanical enclosure 2 GB Micro SD Card Backup battery Panasonic CR1025 Production, assembly, and test sequences include: 1.Machine placement, hand placement and assembly of Main Board, Battery Board, and Temperature/Humidity Board per attached Gerber Files, schematics, etc. These circuit boards include components on both sides. oTake special care to orient the LED's correctly. oAll vias should be tented. 2.Filling unused through holes with solder 3.Conformal coating of both sides of the Main Board and the Battery board using Humiseal 1B31 oMask off contacts for J2, battery connector, ribbon cable connector, switch oNote - do NOT coat the Temperature/Humidity Board 4.Final circuit board assembly interconnecting the two circuit boards with a ribbon cable. Soldering of the Temperature/Humidity Board. 5.Soldering switch leads to the 0.100 quote mark tall contacts on the switch, then covering with heat shrink. 6.Soldering connector leads to main PCB. 7.Remove the protective coating from the humidity sensor. 8.Installing circuit boards into serialized mechanical enclosures provided by the Government. oFold up the ribbon cable several times to shorten it. oInstall the coin backup battery (Panasonic CR1025) and the micro-SD card. oAttach the seal to the battery board per drawing ENGINEER - 30806-TD-001.pdf. oGlue the humidity sensor holder to the main PCB per drawing ENGINEER - 20811-TD-001.pdf. oInstall an O-ring between the main PCB and the enclosure per drawing oJoin the two halves of the enclosure and install 12 screws that are provided oTorque the enclosure halves together to TBD in-lbs using a crisscrossing pattern. oNote: the battery pack installation is not included in the SOW. 9.Programming of the USB chip and the microprocessor memory with programming adapters, software and test code provided by the Government. 10.Identification and segregation of any circuit boards which fail performance tests not associated with manufacturing error. A respondent to this sources sought notice must have the requisite technical and support personnel skills as well as the production facilities to manufacture, produce, and inspect/test the environmental monitoring device.
