Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. SelectUSA, established by Executive Order of the President and located within the U.S. Department of Commerce (DOC), is a U.S. Government-wide effort to encourage, facilitate, and accelerate business investment in the U.S. by both domestic and foreign firms - a major engine of economic growth and job creation. SelectUSA provides enhanced coordination to existing resources and functions within DOC and across all federal departments and agencies with operations relevant to business investment. It also works with states, regional and local economic development organizations to promote and facilitate overall U.S. business attraction, retention and re-shoring. Foreign Direct Investment (FDI) is a major economic driver of globalization, accounting for over half of all cross border investments. Companies are rapidly globalizing through FDI to serve new markets and customers, map out their value chains in the most efficient locations globally, and to access technological and natural resources. To facilitate investment in the United States and support job creation, SelectUSA requires access to a comprehensive, accurate and updated web-based database of all business incentives offered by U.S. states to facilitate the attraction or retention of business. The State Business Incentives Database will be used by businesses considering locating in the United States and will directly encourage, facilitate and accelerate business investment in the United States. Access to such intelligence is necessary to adequately fulfill SelectUSA's role and mission as a Government-wide initiative to promote direct investment in the U.S. economy. SelectUSA would receive one complete State Business Incentives Database with unlimited public access for one year. The State Business Incentives Database will be placed on and embedded into the SelectUSA website (www.selectusa.gov). The web-based State Business Incentives database must provide a comprehensive, regularly-updated, and searchable database with the following fields and functions: • A detailed description of existing business incentives offered by each U.S. state, territory, and the District of Columbia. The description must include: • Program type (e.g., equity investment, grant, loan, tax credit, tax abatement) • Business need addressed (e.g., site location, process improvement, workforce development) • Program industry (by NAICS code) • Geographic focus (e.g., rural, urban, redevelopment zone) • Eligibility and application process • Statutory Background or legal authorization • Direct link to State-provided information • Contact information • A narrative overview of the program • Searchable and by keyword, program type, business need addressed, program industry, and geographic focus The database needs to have an API (application programming interface) that SelectUSA could use to display the application functions and features on a website. The State Business Incentives data should be updated or information validated at a minimum every six months. The database must meet Federal Government and agency 508 Compliance standards.
