Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source, three (3) month extension to Contract W81 XWH-09-P-0648 for the National Surgical Quality Improvement Program (NSQIP) Application for Defense Health Agency (DHA) with the American College of Surgeons IAW FAR 52.217-8 The period of performance will be three (3) months, from 1 September 2014 through 30 November 2014. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The FAR citation is 6.302-1 and the far citation title is only one responsible source and no other supplies or services will satisfy agency requirements. In addition, this contract includes FAR Clause 52.217-8, Extension of Services which allows the Government the ability to extend the current award for up to six months. This action requires the use of the authority cited because the contractor American College of Surgeons, is the only contractor that can provide National Surgical Quality Improvement Program (NSQIP) within the timeframe required by the Government. The competitive follow-on action is currently being solicited by DHA Contracting Operation Division (COD). Any firm that believes it can provide the stated services as outlined above are invited to submit written notification to the Contracting Specialist, Mr. Barton Vint at e-mail: barton.j.vint.civ@mail.mil NLT 1:00 PM ET on 25 August 2014. No telephone requests will be accepted. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based on the responses to this Notice of Intent is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the limited sources extension of contract W81WH-09-P-0648. Synopsis of J&A: FAR 6.302-1(a)(2) When the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The current contract contains FAR Clause 52.217-8, Extension of Services whereas the Government can extend (at its discretion) the contract for a period not to exceed 6 months. In order to allow sufficient time for a recompete of the follow-on award, this extension is required. In addition, no other contractor could provide the requested services within the time frame required for this extension of services without a signification break in services and substantial additional costs. Failure to award this 90 day extension contract will mean a break in service for all tasks described above and all support to sustain of the National Surgical Quality Improvement Program (NSQIP) Surgical Clinical Reviewers and Surgeon Champions. The program provides risk adjusted outcomes data with national rates to support quality improvement activities. ACS has a robust database for comparative analysis and over 500 participating facilities. Data is stratified at the facility, Service and MHS enterprise levels. With data from across the spectrum of surgical services, ACS supports MTFs with the identification of opportunities to improve outcomes in general surgery and subspecialty areas. The goal of the program is to reduce and even eliminate surgical related complications. These efforts not only improve the care provided to MHS beneficiaries but also reduce the overall cost of the services proved. ACS NSQIP collects data on 135 variables, including preoperative risk factors, intraoperative variables, and 30 day postoperative mortality and morbidity outcomes for patients undergoing major surgical procedures in both the inpatient and outpatient setting. This provides a view of surgical care from the beginning to 30 days post-operative. Complications from surgical procedures not only cause harm to our patients but also incur significant financial costs. These are preventable costs with a well implemented surgical quality improvement program. An interruption of service would impact the data collection and effect the demonstration of any actions put in place by the military treatment facilities. ACS NSQIP uses clinical data to capture surgical outcomes and processes. Having no access to the ACS NSQIP workstation would under report surgical and post discharge complications. No other organization in the country provides risk-adjusted, outcomes-based measures for surgical mortality and morbidity accept the Veterans Health Administration (VHA). The Military Health System has been and continues to be the focus of significant internal and external review of patient care outcomes. Utilizing ACS NSQIP to compare and trend the outcomes of our surgical care with civilian healthcare organizations is a major benefit to our patients and our providers. The ACS NSQIP allows our hospitals to assess and improve the quality of surgical care while decreasing costs.
