- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Department of Homeland Security, Customs and Border Protection (CBP) intends to negotiate with Thermo Electron North America LLC., 1400 Northpoint Pkwy Ste 50, West Palm Beach, Fl. 334071976 for the repair of an Element 2 Inductively Coupled Plasma Mass Spectrometer instrument ARL model 4460 serial 520 on a sole source basis, pursuant to FAR 13.106-1(b), Soliciting from a single source. CBP Laboratory and Scientific Services in New York has a requirement for the repair of an Element 2 Inductively Coupled Plasma Spectrometer (ICP-MS). The ICP-MS) is completely nonfunctional as the instrument cannot ignite or sustain the plasma source. The Element 2 is an unique type of ICP-MS produced by only one firm and can only be serviced by the manufacturer, Thermo Electron. The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the size standard is $20.5M. The Government intends to solicit and negotiate directly with Thermo Electron North America LLC. No solicitation package will be issued. This notice is not a request for competitive proposal. It is anticipated that the order will be awarded to Thermo Electron North America LLC on or about August 22, 2014. If any interested person believes it can meet the above requirement, they may identify their interest and capability via e-mail. The capability statement must include sufficient detail to allow the Government to determine if the party can perform the requirement. All responses may be e-mailed to Edna.M.Simmons@cbp.dhs.gov. Verification of receipt of response is the sole responsibility of the interested person. A determination by the Government to compete this requirement based on any responses received is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responsive statements are received by August 21, 2014 at 9:00am EDT, an award will be made to Thermo Electron North America LLC.
