Description
The purpose of this amendment (01) is to: 1. Add the response date/deadline of 9 September 2014 at 3:00 PM EST to this FBO posting as reflected on page 1, block 13, paragraph A of the original attached solicitation document, FA4418-14-R-0030. 2. All other terms, conditions or attachments of the original posted solicitation remain unchanged and in full effect. THIS IS A PRE-SOLICITATION NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. This notice is posted in accordance with FAR 5.2 and FAR 36.213-2. Project: Replacement of Vault Door & Installation of Backup Power Supply for IDS at Joint Base Charleston - Weapons Station Solicitation Number: FA4418-14-R-0030 The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for the replacement of vault door, and the installation of Intrusion Detection System (IDS) backup power supply in Building 850 at Joint Base Charleston - Weapons Station, SC. The work to be performed under this contract will consist of the contractor providing all labor, equipment, materials, and supervision necessary to complete project number DKGV 12-2016, which will consist of the consolidation of emergency circuits to an existing panel; the installation of a new Manual Outdoor Transfer Switch (NEMA 3R), 100A, 208V, 4-pole, 14 KAIC, and a 100A quick connection plug to supply a temporary generator (generator not in contract); upgrade of an Intrusion Detection System (IDS); replacement of a vault door assembly, with related systems. Work will include, but is not limited to, selective demolition, cutting, patching, infilling, and hazardous materials abatement related to the generator and vault door. All work shall be performed in accordance with the specifications and plans that will provided in the solicitation, and will be performed at Joint Base Charleston - Weapons Station in Goose Creek, SC. The dollar magnitude for this contract is between $25,000 and $100,000. The anticipated period of performance is 60 calendar days. The applicable NAICS code is 238210. The size standard is $15,000,000.00. Special Requirements/Concerns: The anticipated contract will be firm-fixed priced. The solicitation will be a 100% HUBZone set-aside. Note: This requirement is a set-aside. Therefore, FAR 52.219-14 "Limitations on Subcontracting" will apply. The clause requires that the concern perform at least 25 percent (25%) of the cost of the contract, not including the cost of materials, with its own employees. AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: The applicable NAICS code 238210 with a small business size standard of $15,000,000.00. The successful contractor will be selected using Performance Trade-Off (PPT) procedures without technical factors, resulting in the best value to the Government. The Government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 August 2014 on the Federal Business Opportunities web page at http://www.fbo.gov. All prospective contractors must be registered in the System of Award Management (SAM) in order to be eligible for an award. NOTES: (1) The solicitation, specifications and drawings will be available on the website on or about 15 August 2014, at the http://www.fbo.gov website. (2) Hard copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for the solicitation. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by debarred, suspended or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7993, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months.
