Description
SOW For Risk MAPP In accordance with FAR 6.302-1, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Mitigation Branch, 395 E Street, Washington DC 20472, intends to award a sole-source contracts to BakerAECOM, RAMPP, and STARR for the procurement of Architect and Engineering services for the Department of Homeland Security. FEMA has a statutory obligation to provide flood management support to the public. This support includes critical services which support our economy such as the National Flood Insurance Program (NFIP) that mitigates the risk for homeowners, businesses, communities and mortgage companies. Letter of Amendment (LOMAs) impact home owners trying to purchase a home, and map amendments and revisions which includes required regulatory Letter of Map Change (LOMC) requests. Only the incumbent contractors, BakerAECOM, RAMPP, and STARR, are in a position to provide the necessary resources to support FEMAs minimum contractual needs in a timely manner. BakerAECOM has the necessary resources positioned to cover Regions 4, 8, and 9 in position. RAMPP has the necessary resources positioned to cover Regions 2, 3, and 6. STARR has the necessary resources positioned to cover Regions 1, 5, 7, and 10. No other company has the skilled resources in place or the ability to secure and position Regions in a timely manner. Therefore, only BakerAECOM, RAMPP, and STARR can provide the services covered by this justification. FEMA would not be able to meet its regulatory obligation to deliver accurate and current flood hazard information to the public. Without the updated flood hazard information and maps, flood insurance rating and policies cannot be accurately determined which could significantly increase risk to life and property. This effort will support the Risk MAP Program during the new procurement process. The period of performance will be six (6) months, which will contain a two month base period and four one month option periods. This requirement will be for approximately $25 million. The anticipated date of award is 4 September 2014. The proposed contract is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 531330, Engineering Services. Interested parties who believe they possess requisite capabilities can submit a corporate capabilities statement, no more than (5) pages addressing the requirement.
