Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91NS-14-T-4024 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $20.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-28 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be FESTUS, MO 63028 The National Guard - Missouri requires the following items, Meet or Exceed, to the following: LI 001: QTY 1: 30KW Load Bank 30KW Resistive Load Bank used to test and maintain generators in the field. The 30KW Resistive Load Bank should be able to endure harsh environmental conditions to include: corrosion, fungus, shock, vibration, sand and dust. It should be a self-contained unit with built-in cable storage. Specifications should allow load steps in 1KW increments up to 30KW, Input power of 208/120VAC, Two Phase and Three Phase connections. This 30KW Resistive Load Bank should be designed and tested to military standards with military connectors. Components: ?12?, 100 AMP Pigtail Cable ?Wheels and Retractable Handle for portability ?Self-contained with cable storage ?Evaluates Generator efficiency and Prevents Wet-stacking ?2 Year Warranty Safety Features: ?Overvoltage Sensor ?Temperature Sensor ?Airflow Sensor ?Overcurrent Protection ?Designed to withstand rugged environments ?Operating temperature between -25 C to 55 C (-13 F to 131 F) ?Storage temperature between -40 C to 71 C (-40 F to 160 F) Brand Name or Equal: The Government will allow Vendors to submit quotes for alternate items, provided those items meet all of the salient physical, functional, or performance characteristics specified by this RFQ. Sellers MUST enter exactly what they are quoting (including make, model and description) in order for the quote to be considered. The Government will evaluate ?equal? items on the basis of information furnished by the Vendor or identified in the quote and reasonably available to the Government. The Government is not responsible for locating or obtaining any information not identified in the Quote. WAWF Requirement: The Missouri USPFO is live on WAWF as of 1 February 2013; WAWF clause attached, submission will be ?INVOICE ONLY? not combo or 2 in 1. WAWF registration and online invoicing is now required., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Missouri intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Missouri is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Limitations on Subcontracting (Nov 2011) (a) This clause does not apply to the unrestricted portion of a partial set-aside. (b) Applicability. This clause applies only to? (1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns; (2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and (3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for? (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. (2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
