- N00024-14-R-5353 Amendment 0001 N00024-14-R-5353 Attachments RFP Classified Material Request Form N00024-14-R-5353 19 August 2014: Offerors are hereby notified that the Request for Proposals (RFP) for Advance Off-board Electronic Warfare Preliminary Design, Development, and Low-Rate Initial Production requirement N00024-14-R-5353 has been posted. There will be classified attachments at the SECRET/US Only level to the solicitation. These classified documents will be supplied on a CD/DVD which will be mailed separately. Only one copy of the classified CD/DVD will be distributed Offeror. To obtain these classified attachments, interested Offerors must completely fill out the "RFP Classified Material Request Form" which is attached to this RFP notice. This information should be submitted to amy.arabucki@navy.mil and provide a copy to peggy.davidson@nrl.navy.mil and nicole.gerow.@navy.mil within seven (7) business days of receipt of this RFP as required in Section L. Once approved, the Government will to mail a classified CD/DVD to the Offeror. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance by time of award; however, all Offerors must be able to receive classified portions of the solicitation up to the SECRET level and must be a United States (US) company or an independent US subsidiary. However, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State.
