- THIS PROCUREMENT IS OPEN TO ALL BUSINESS CONCERNS. The General Services Administration announces an opportunity to provide General Construction (GC) Services for the Bean Site Upgrades Project located at the Major General Emmett J. Bean Federal Center (MGEJ Bean Center), 8899 East 56th Street, Indianapolis, Indiana 46249. The Bean Site Upgrades Project proposes to remove, reconfigure, and resurface the existing south and west parking lots; greater than 1,000,000 SF of space. This project includes the installation of a storm water drainage system and landscape features such as bioswales. The main goals for this project are to address severe drainage deficiencies that are causing continued flooding and parking lot surface degradation, improve the circulation and safety for vehicular and pedestrian traffic, and enhance the overall aesthetic of the parking area. This project will include phased construction; the parking lot is currently in use by approximately 4500+ tenants that work at the MGEJ Bean Center. This procurement is open to all business concerns. Funds are currently available for the base contract. The North American Industrial Classification Code (NAICS) is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million. The estimated cost range for all work is more than $10,000,000. The performance period for this project is approximately 2 ½ year (30 months). This is a negotiated procurement; there will NOT be a public bid opening. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing General Construction (GC) Services on Similarly Complex Projects; Project Management Plan; Staffing Plan and Qualifications of Key Personnel; and Past Performance on Similarly Complex Projects. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The solicitation will be available on or about September 9, 2014. A pre-proposal conference and site-visit will be held on or about September 25, 2014 and notification to the Contracting Officer of proposed attendance will be required. The Government considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. FedBizOpps is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov) database, and is available for use by all Federal agencies. Registration in both SAM and FedBizOpps websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on, or about October 28, 2014 by 3:00 PM (EST). All offers are to be submitted to the General Services Administration, Attn: Katie M.
