- The purpose of this amendment is to extend the due date of this solicitation and respond to questions that were submitted. The official questioning and site visit period is now expired and no further questions or requests will be accepted. All quotes should be submitted by email August 26, 2014 @ 12:00pm CST to lashanda.harrington@va.gov. The subject line must be addressed VA249-14-Q0598 - Janitorial Services. This requirement will be awarded Lowest Price Quote. 1. The SOW says to clean Patient exam rooms daily. Does that mean 7 days per week? The SOW states that Ambulatory Care will be cleaned (Monday-Sunday) or 7 days per week, 10 Hours a day. This does includes all used patient exam rooms daily. 2. Who will deep clean the restrooms in the evening since the contractor is only there from 8:00 am until 2:30 PM? Was this a mistake and does the contractor "deep clean" the restrooms during that 8-2:30 shift? If the contractor is responsible to deep clean the restrooms in the evening, can you define "evening"? Under the heading Building 1 -Restrooms: Public use only (unattached to patient rooms) Paragraph 3., the SOW states that "3. The restroom is to be maintained by daily scheduled cleaning. (The deep cleaning of this restroom is completed in the evening.)". However, these tasks are under the heading of D. SERVICE TO BE PERFORMED: Work is to be accomplished during the hours of 8:00 a.m. and 2:30 p.m. Monday through Saturday excluding Federal Holidays. These public rest rooms are utilized 24 hours a day, seven days week. Therefore' and with respects to the contractors role, they can deep clean any of these rest rooms when deemed appropriate during their tour, by essentially closing down the rest rooms, redirect the users and perform the deep cleaning. Our Medical Center staff will maintain and deep clean these same rest rooms as required on the 2nd, 3rd shifts and holidays. Section D. of the SOW is specific to the Veterans Canteen Service. Note: Due to the volume of users, these rest rooms often required scrubbing and wall washing, to reduce or remove odors. 3. What is the size of the patient exam rooms? Are all 73 patient exam rooms the same size? Some are varying sizes, but most are 145.00 square feet, each. 4. Exact square footage. (Square footage does not add up). Carpet- None, Tiled - All flooring is VCT, Ceramic, Quarry, etc., Canteen - 5719 Square Feet, Retail Store - 2062 Square Feet, Kitchen - 1177 Square Feet, Dining Area - 5206 Square Feet, Offices - 250.00 Square Feet. The Veterans Canteen Service is estimated 14,414 square feet. 5. Does the square footage include the 73 patient exam rooms? Yes 6. Under the SOW it says Carpet -none, but throughout the scope of work it calls for carpet to be cleaned. Can you please clarify? At this time, there is no carpet, but it is plans to carpet some offices. 7. What is the Square footage of the Ambulatory Care area that we will be cleaning and servicing? The square footage to cleaning and servicing for Ambulatory Care is 16, 868. 8. What is the total square footage of the hallways (first floor and second floor) we will be cleaning and servicing? Total square feet for 1st and 2nd floor corridors, is 25,349 9. EMERGENCY CLEANING: Emergency cleaning will be 100% inspected and shall be compensated in accordance with Service Performance Schedule in addition to the normal compensation paid under the contract. What is the rate of compensation/pay for emergency services? An additional 15%. 10. Can you confirm how to fill out the Cost sheet? If the quantity is 1 and the Unit is year, then the unit price and total cost will be the same. Is that correct? Yes 11. Does the government want the contractor to fill out the information in the Award total blanks provided for each Year and the total as shown below? Yes, each year must be completed and total award base + the 4 option years. 12. Does the wage determination act apply to this solicitation? WD 05-2495 (Rev.-17) was first posted on www.wdol.gov on 08/05/2014. 13. Who is the current contractor providing service at this facility? No current contractor. Service is currently being provided by VA Staff. 14. How long has the current service provider had the contract? No current contract. 15. What is the precise contract value for the most recent twelve (12) month period of these facilities? No current contract. 16. Is the current service provider eligible to compete for this opportunity again? No current incumbent. 17. What is the total number of full-time employees on current contract? No current contract. 18. Will the current janitorial staff still be employed by the VA Medical Center if so will they be available for hire? No, VA Staff will not be available for hire. 19. How many janitorial staff members do you currently have cleaning this area covered in this solicitation? 20. Service is provided by VA Staff members. Cannot provide total number of employees. Is building 1A included in this solicitation? No, building 1. 21. Description of Service: It states "The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirement and will provide the best value to the government". Question #1: Will this be awarded using lowest price or Best value? This will be awarded Firm-Fixed Price - lowest price. 22. Is there an estimated start performance date for this contract, is there a phase in period. 9/2/2014
