- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation no. AG-81J8-S-14-0820 is issued for a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This procurement is 100% set-aside for small business. The NAICS code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the small business size standard is 750 employees or less. The USDA, ARS, Arid-Land Agricultural Research Center requires an Unmanned Aerial System, as follows: An Unmanned Aerial System (UAS), DJI S1000 Premium or Equivalent, including all parts, accessories and training, is needed for low-altitude imaging of crops. Hovering capability is required. The UAS should have a payload capacity of no less than 2kg with a corresponding flight duration of 15 minutes or greater. The UAS is to be provided with a gimbal mount to stabilize image collection. Camera mount for Canon 5D or similar. All software and hardware, transmitters, receivers, power supplies, batteries, chargers, tools, required for GPS navigation flight planning, in-flight, real-time visualization and UAS system flight status updates. Two flight controllers, one for pilot control and one for image acquisition control. The UAS is to be durable and field portable with case. Please provide separate line items for spare parts and extra batteries for a minimum of two hours of flight time. On-site training for at least four persons. Installation and setup of all UAS components is required. New equipment only; no refurbished or remanufactured equipment. Must include manufacturer's warranty. Delivery is to the USDA, ARS, Arid Land Agricultural Research Center, 21881 North Cardon Lane, Maricopa, AZ 85138-3004.
