- The reason for this amendment is to change the item description on form SF 1449 to Preconcentrator System and to change the date for receipt of quotes. The time and date for receipt of quotes is changed to 3:00 pm local time (Philadelphia, PA) on 08/26/14. There are no other changes to this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotations (RFQ), under RFQ-PA-14-00010. Award will be made utilizing Simplified Acquisition Procedures, in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is a 100 percent set aside for small business concerns and only qualified offerors may submit quotes. The associated North American Industrial Classification (NAICS) code is 334516 and the business size standard is 500 employees. TECHNICAL REQUIREMENT CLIN 0001: One (1) Preconcentrator - Specifications include: Preconcentrator shall be able to automate the analysis of VOCs in air samples using Methods TO-14A and TO-15. It shall be flexible in that it can accommodate Summa canisters, tedlar bags, adsorbent traps, bottle samples and large volume static headspace and three autosamplers. There shall be three (3) stages to allow for superior water and carbon dioxide management. The sample flow path shall be made of stainless steel and shall be coated with Silonite to maximize recovery and minimize carryover. The system shall allow for the automatic addition of matrix spikes and internal standards. It shall have the ability to perform automated leak checks and instrument bake-outs. It shall be able handle sample sizes of 1cc to 1000cc. The system shall be able to handle both liquid carbon dioxide and liquid nitrogen for cryofocusing. Direct volume measurement technology for sample volume accuracy is critical. It shall be able to work with an Entech 7016 CA-2 autosampler. CLIN 0002: One (1) Standard Diluter - Specifications include: Standard diluter shall be capable of performing multistage dilutions for achieving standards ranging from part-per-billion to low part-per-trillion from a 1ppmv standard cylinder. Perform a 10,000x dilution in a total of 2 steps. Using pressure differentials rather than mass flow controllers to meter in the standard to minimize the consumption of standard mix is preferred since the standard mixes are very expensive. Eliminating mass flow controllers allows the original cylinder to last longer, keeping cylinder pressures higher where contents are more stable. Standard diluter shall be configured for 6-channels with all flow paths Silonite coated. CLIN 0003: One (1) Canister Cleaning Oven - Specifications include: Canister cleaning oven shall have a minimum of 12 manifolds to handle 12 canisters at a time. All manifolds shall be Silonite coated. System shall be able to achieve a 10 millitorr vacuum. * Installation, training and travel charges shall be included with the quote. **Delivered and installed at the EPA Environmental Science Center, Fort Meade, MD 20755-5350. Quote Submission Requirements: A price shall be provided for each CLIN quoted. Pricing shall be inclusive of installation, training and any travel charges. The quote shall contain a description of the warranty, the delivery time and the technical data that supports that the quoted system meets or exceeds the minimum technical requirements. APPLICABLE CLAUSES AND PROVISIONS The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-C) 2005-76, July 25, 2014.
