Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-DC-14-00206 for this requirement. This RFQ incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-76. The applicable NAICS code is 541620; this is a total small business set-aside. The small business size standard for this NAICS category is $15.0 million in annual receipts (or income) as defined under 13 CFR ? 121.104. It is the Governments intent to award a Purchase Order for contractor support for technical assistance to EPA Office of Children?s Health Protection, Regulatory Support and Science Policy Division (OCHP/RSSPD) staff in the review and preparation of technical, scientific, and related documents. OCHP/RSSPD is frequently asked to review draft Agency technical and scientific documents with respect to childrens health and public health concerns. Such documents routinely include scientific reviews on issues related to childrens health, chemical-specific toxicological reviews, as well as miscellaneous other technical documents. These documents provide qualitative and quantitative information on potential childrens and public health effects. For more detailed information about this requirement please refer to the Statement of Work (SOW) and Evaluation Factors located in the attachment folder. EPA anticipates awarding a fixed-rate, labor-hour purchase order. The period of performance will include a one (1) year base, and four (4) one (1) year option periods. Price: Offerors shall submit a fixed-rate quote in response to the RFQ. The total estimated level of effort for all periods is 1,600 hours as noted below: Base Period: 320 hours Option Period 1: 320 hours Option Period 2: 320 hours Option Period 3: 320 hours Option Period 4: 320 hours The proposal shall include the estimated number of labor hours for each period, applicable labor rates and total estimated cost for each period. Offerors shall also provide an estimated cost summary for all periods. Basis for Award: Award will be made to the responsible offeror whose quotation is most advantageous to the government on a best-value, trade-off basis, price and other factors considered. For this requirement, all evaluation factors other than price, when combined, are more important than price. All evaluation criteria can be found in the RFQ attachment section. Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items". In addition, the FAR 52.212-3 representations and certifications MUST be submitted if they are not already completed and available online at sam.gov. All responses must be sent via FedConnect.
