- Attachment 4 NARA Terms and Conditions Attachment 3 Shipping Destinations Attachment 2 Specification for Polyester Film 'L-Sealed Enclosure Attachment 1 Schedule of Prices National Archives and Records Administration (NARA) DESCRIPTION/Specification for Polyester Film "L-Sealed" Enclosure Map Sizes. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-14-R-0004 and is issued as a Request for Proposal (RFP). This request does not commit the Government to pay any costs incurred in the preparation or the submission of this proposal or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75 effective June 24, 2014. This is a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract, requirement under NAICS 326113, Unlaminated Plastics Film and Sheets. This IDIQ contract has fixed unit prices with a base period of twelve (12) months plus four (4) twelve (12) month option periods. Schedule of Prices see Attachment 1. Specifications see Attachment 2. NARA Terms and Conditions see Attachment 4 The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price contract and associated delivery order: FAR 52.212-1, Instructions to Offerors-Commercial Items (Apr 2014) Delete Paragraph h, Multiple Awards; EVALUATION -The Government reserves the right to award without discussions. Award will be made to the offeror whose proposal in response to the RFP will be most advantageous to the Government. Best value for this award will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the fixed price for each Contract Line Item Number (CLIN) will be determined by multiplying the fixed unit price by the maximum quantity of units, and the total fixed price will be determined by summing the fixed price of all CLINs (base and option years). FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2014) - offerors shall complete only paragraph (b) of this provision if the vendor has completed the annual representations and certificates electronically at http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision--a copy of the provisions can be found at http://www.arnet.gov/far/; FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 2014); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jun 2014).
