- THIS IS NOT A PRE-SOLICITATION. This is a combined synopsis/solicitation. This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for the commercial collection of airborne geophysical data covering portions of the California, USA using fixed-wing, total field aeromagnetic survey methods in accordance with the attached solicitation. The solicitation number is G14PS00655 and is being issued as a Request for Quote (RFQ). The policies contained in FAR Part 13, in conjunction with the policies and procedures for solicitation, evaluation and award. Amendment 000002 Corrected the opportunity's title to "Aeromag Survey - Chico CA". Amendment 000001 lifted the small business set-aside restriction and extended the opportunity close date/time to 08/25/2014 1700 ET. This no longer a Small Business Set-aside. The associated NAICS code is 541360 (Small Business Size Standard $15.0M). A copy of this solicitation may be accessed at FedConnect, www.fedconnect.net. All requirements for preparation, submission, and receipt of offers contained in the solicitation shall be adhered to. Evaluation - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible seller whose bid conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. Non-Price Factors A, B, C, D, and E are of equal value. The Non-Price Factors combined will be of an approximately equal value to price. The following non-price factors shall be used to evaluate bids: Factor A: SELLERS SHALL PROVIDE EXPERIENCE AND QUALIFICATIONS DOCUMENTATION ; Factor B: SELLERS SHALL PROVIDE THEIR TECHNICAL APPROACH PLAN; Factor C: SELLERS SHALL PROVIDE PAST PERFORMANCE DOCUMENTATION; Factor D: SELLER'S SHALL PROVIDE A QUALITY CONTROL PLAN (QCP); and Factor E: SELLERS SHALL PROVIDE EQUIPMENT SUITABILITY, CONTINGENCY, and SAFETY PLANS. Options. Options will be included for Add-on line kilometers, subject to available funds in accordance with FAR Part 17. The Government will evaluate bids for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a bid is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Contracting Officer is the only person who can legally obligate the Government for the expenditure of public funds. Costs shall not be incurred by recipients of this solicitation in anticipation of receiving direct reimbursement from the Government. It is understood that your offer will become part of the official file on this matter without obligation to the Government. Electronic Transmission of Offers. Offers shall consist of two volumes: Volume One shall be non-price (technical) evaluation support documentation, Volume Two shall be price quotes. Questions received within the last five (5) days before this solicitation closes/ends will be considered untimely and may not receive a response. This solicitation closes/ends 08/13/2014 at 1700 ET.
