Source Sought Notice Energy Risk Assessment Tool Department of Energy Office of Intelligence and Counterintelligence This is a SOURCES SOUGHT NOTICE. The U.S. Department of Energy (DOE), Office of Intelligence and Counterintelligence (DOE-IN) is conducting market research to determine industry interest, capability, cost, and concepts on an energy security risk tool for key foreign countries. The tool involves monitoring, assessing, and scoring energy security risk factors impacting key foreign countries.* DOE- IN anticipates that any resultant acquisition will be advertised under the following North American Industry Classification System code: 541690, Other Scientific and Technical Consulting Services. *Proposed Energy Risk Factors may include the following: uninterrupted availability of affordable energy services that reflect true costs; diversification of energy supply sources; robust and flexible infrastructure; spare production and delivery capacity; adequate storage, emergency stocks, fuel redundancy or fuel switching capability; flexibility through fuel substitution for the transportation, industrial and power sectors; and the safeguarding of critical infrastructure against physical damage due to extreme weather events or deliberate attacks, including cyber-attacks. Interested and capable vendors are requested to provide the following documents addressing the required information in their submission response to this notice: 1)A written capabilities document, referred to as a ?White Paper.? This white paper is not to exceed six (6) pages in length. Responses must be submitted in MS Word format in Times New Roman, 12 point for text and 10 point for graphics; and use one-inch margins. The white paper must include: A)Company Information: company name; company address; company business size; point-of-contact (POC) name, phone number, fax number, web site, and e-mail address, Data Universal Number System (DUNS) number, and business classification (i.e., large, foreign, small disadvantaged, veteran owned, minority owned, etc.). B)Capabilities Information: Narrative covering how your company?s experience, expertise, and capabilities meet the proposed technical requirements indicated in the Project Effort Description detailed with this notice. C)Labor Usage: What labor effort and skill mix would you recommend to accomplish the effort? D)Deliverables and Due-date Timeframes: What deliverables and due-date timeframes would you recommend to achieve DOE-IN?s objectives? AND 2)A Rough Order of Magnitude (ROM) of pricing, which is not included in the page count of the white paper. Note: As a guide, you should provide a ROM for one year of work, using 1860 as the total hours for one FTE production year. Interested vendors should review the attached document entitled ?Attachment 1 - Draft Performance Work Statement? for specific details regarding the proposed purpose, intent, and scope of the project.
