Description
Draft Performance Work Statement for IRMA-I Sources Sought. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this notice to obtain information to assist in determining the appropriate acquisition method to procure Internal Resource Management Application - Intelligence (IRMA-I) Financial Database Support for The Office of the Under Secretary of Defense (Intelligence) (OUSD(I)). The objective of this requirement is to acquire the necessary support for sustainment, development of new features, testing and implementation of OUSD(I)'s version of the Internal Resource Management Application - Intelligence (IRMA-I). The objectives of this requirement must be met by professional personnel who are highly skilled, have a TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) security clearance, and that are keenly aware of the sensitivity associated with the information and areas in which they are performing these services in support of the highest levels of the Department of Defense (DoD). The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence on approximately 01 DEC 2014. To this end, the WHS Acquisition Directorate is seeking the following information from Small Business concerns under the North American Industry Classification System (NAICS) code 541519, Other Computer Related Services. - Relevant Corporate Experience: Provide information that demonstrates the extent of your corporate experience performing the same or similar work during the last three (3) years. - Experience sustaining, developing new features for, testing and implementing a Resource Management application within the DoD which is used to distribute, track, maintain and report the status of multi-million dollar programs across three appropriations. - Certified DBA with familiarity with Planning Programming Budgeting Execution (PPBE) coupled with database design - Knowledge of Micro Soft SQL server application and multiple versions - Experience with Report Writer, Oracle Web-logic, Apache Tomcat - Experience obtaining software licenses - Experience with Internet Information Services (IIS) this includes knowing how to configure application on an IIS server and document the process for others to follow and accomplish. IIS is an extensible web server created by Microsoft to Windows OS platforms. IIS is a.net platform. - Knowledge of Common Access Card (CAC) - Application Support - Experience implementing Information Assurance Vulnerability Alert (IAVA) this includes knowing what patching is required in supporting application; how to apply patches and how to mitigate any issues that may arise when a patch is applied; document solutions of deploying patches ; and track when an update is required - Rough order of magnitude which details relevant labor categories and fully burdened labor rates during the base period and throughout the four (4) option periods. In addition, please provide comments/recommendations regarding the following: 1. Draft Performance Work Statement 2. Potential problems, challenges or concerns during contract performance INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum excluding charts and graphics) and should also include an indication of current business status as an SBA Certified Small Business concern; this indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and CAGE code. All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Dennis Jackson, Contract Specialist, at dennis.w.jackson33.civ@mail.mil and Christopher Harris, Contracting Officer, at christopher.e.harris34.civ@mail.mil in Adobe Portable Document Format (PDF). COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 04:00P.M. (EDT) on Tuesday, 26 AUG 2014. Capability statements received after this date and time may not be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in this response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP), should one be issued, will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
