- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR AN ONLINE POINT OF CARE SUBSCRIPTION. The NAICS Code is 511120. The small business size standard is 500 employees. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: The VALBHS requires subscription to a point of care software product, also known as "bedside information tools." Point of care software is designed to provide information at the patient's bedside, such as, clinical guidelines, treatments, drug information, patient information and references. Point-of-care databases provide ease of use and capability to locate the most timely and clinically relevant information available at the point of care for patients. This can reduce time spent on follow up appointments and post-shift research and streamlines information gathering about conditions and treatments for patient care and safety, while providing patients with faster responses and quicker care that is especially important in critical care situations The Contractor's unique qualifications are as follows: Compatibility with VisualDX: One major distinction of UpToDate from other point of care databases is that they are the only point of care database that provides integrated and direct links from the topic search results to VisualDX. Users are redirected from UpToDate directly into their VisualDX subscription to relevant images. VisualDX is a commercial, web-based Point-of-Care Dermatology Diagnostic Clinical Decision Support Software Product utilized nationwide throughout the VHA Healthcare System. Accreditations: Many resources offer CME credit accrual, but UpToDate has the distinction of being an accredited provider of point-of-care CME by the ACCME. Users are awarded ACCME Accredited AMA Category I CME for each search performed. There are no third party submissions, no additional fees and no testing required. UpToDate's CME is accredited by the following organizations, AMA, AAFP, AANP, AAPA, AAP, ACEP, ACOG, AOA & CFPC. UpToDate's content is written and reviewed by over 4,500 specialty experts and undergoes multiple levels of peer review. UpToDate currently has over 9,000 unique, topic specific reviews, with 7,700 graded recommendations spanning over 45 medical specialties and subspecialties. Patient information is unique in that the materials are evidence-based, regularly revised, state-of-the-art, written at two reading levels and concordant with the clinician's professional level material. Thus, patients and doctors can actively participate in shared decision making. UpToDate currently provides over 750 unique patient information topics. UpToDate includes over 5,000 fully integrated Drug Monographs and a drug-drug/drug-herb interaction module provided in conjunction with Lexi-Comp databases Lexi-Drugs, Pediatric Lexi-Drugs, Lexi-Interact, Lexi-Patient Education, Lexi-Natural Products and Lexi-Drugs International. The Drug Monographs include pricing information, international names, Y-site compatibility, dosing and pregnancy risk factors as well as numerous other features. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work by 12:00PM PST on August 25, 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Jaclyn.Alverson@va.gov no later than 12:00pm PST on August 25, 2014. Only proposals received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Point of Care Database". See attached document: Attachment 1 (Statement of Work).
