- The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), intends to solicit, negotiate, and award a purchase order to the Massachusetts Institute of Technology (MIT), Cambridge, MA, under the authority of 10 U.S.C. 2304© and FAR 6.3021 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government intends to procure, through a firm fixed-price purchase order, services to conduct a Cost Benefit Analysis (CBA) on the International Civil Aviation Organization (ICAO) Committee on Aviation Environmental Protection (CAEP) international aircraft CO2standard to shadow those being done internationally and to provide sound scientific information to the decision-making process. The Volpe Center has been working with the Federal Aviation Administration's Office of Environment and Energy (FAA-AEE) and the PARTnership in Noise and Emissions Reduction (PARTNER) to develop metrics that objectively and accurately reflect carbon dioxide (CO2) emissions at the aircraft and fleet levels. The contractor will provide support and inform the international and domestic policy processes with regard to the development of aircraft CO2 certifications levels. The contractor will investigate the impact of potential CO2 certification levels on aircraft, design, develop and test potential certification level scenarios and evaluate their impact on climate, local air quality, and noise. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about September 3, 2014. The applicable North American Industry Classification System (NAICS) code for this requirement is 541690 and the small business size standard is $14.0M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Telephone calls made in place of the required documentation will not be accepted. A firm fixed priced purchase order is anticipated. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Contractors may access Central Contractor Registration (CCR) via System for Award Management (SAM.Gov) to register and/or obtain information about the registration process. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
