AMENDMENT 000001 The purpose of this amendment is to extend the RFQ response due date and time from no later than 1:00 p.m. EST on Monday, August 25, 2014 to no later than 1:00 p.m. EST on Friday, August 29, 2014. This time extension is meant to provide prospective vendors a reasonable amount of time to submit quotes in light of answers to vendor questions. Answers to questions will be provided in a subsequent amendment to the RFQ within the next few days. END OF AMENDMENT 000001 Combined Synopsis/Solicitation: Hispanic Mass Media, Translation & Outreach Services Posted: July 29, 2014 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.105 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-14-00038 and is being issued as a Request for Quotations (RFQ), in conjunction with FAR 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions are those in effect through FAC 2005-74, dated May 30, 2014. The applicable North American Industry Classification System (NAICS) Code for this procurement is 541930. This procurement is being conducted as a total set aside to economically disadvantaged woman-owned small business (EDWOSB), in accordance with FAR 52.219-29. The United States Environmental Protection Agency (EPA), Office of Children's Health Protection is seeking contractor support to develop and implement a strategic Hispanic Media and Public Outreach Action Plan that provides media engagement and Spanish translation services to promote EPA's environmental health messages and educational efforts within the Hispanic community. The scope of work for this procurement falls under two (2) key areas: A) Hispanic Media and Public Outreach Support; and B) English to Spanish Translation Services. The full statement of work is attached to this solicitation. EPA anticipates awarding a hybrid firm fixed-price and labor hour purchase order (see clause FAR. The anticipated period of performance will be 9/20/2014 - 9/19/2015, with four option periods of one year each. Basis for Award: Quotes submitted in response to this RFQ will be evaluated on a best value, trade-off basis, with non-price evaluation factors determined significantly more important than cost/price. The evaluation factors are provided as an attachment to this solicitation. Instructions: Offerors should submit quotes as three (3) separate electronic files: File 1: Technical Proposal*: The technical proposal must provide a technical approach/plan for the tasks listed in the Statement of Work (SOW). The technical approach/plan should contain, but is not limited to: who will lead the requirement (and/or specific tasks), including resume(s); how the contractor plans to approach and successfully accomplish each task and make deliverables if/when ordered by the EPA; the proposed labor mix for each task, including availability of personnel; and when applicable, the proposed capabilities and facilities needed to accomplish each task. *The Technical Proposal may not exceed a total of 20 single-sided pages, inclusive of all documents. Any pages in excess of this page limitation will be not be evaluated. File 2: Past Performance Information*: The contractor should submit examples of relevant past performance and previous work experience as it relates to the tasks stated in the SOW. Past performance information should include: the contract or order number; current obligated dollar amount; current ceiling amount; name of company or Agency supported; and a point of contract, including the person?s name, active telephone number and email address. *Past Performance Information may not exceed a total of five (5) single-sided pages, inclusive of all documents. Any pages in excess of this page limitation will be not be evaluated. File 3: Price Quote*: The price quote should be labor hour for Tasks 1 and 2 and firm-fixed price for Task 3 of the SOW. The price quote must be broken out into five (5) sections with each section consisting of one (1) performance period (i.e., a one-year base period and four (4) one-year option periods). *The Price Quote does not have a page limitation. Quote Submission: All responses, including both questions and quotes, must be sent via FedConnect. FedConnect is a web portal that connects agencies and contractors to streamline the process of doing business with the federal government. There is no charge to use FedConnect. Contractors can register with FedConnect at www.fedconnect.net/FedConnect/. For assistance in registering, or for other FedConnect technical questions, contractors should call the FedConnect Help Desk at (800) 899-6665 or email at support@fedconnect.net. Contractors not registered in FedConnect will not be able to respond to this posting. Offerors shall submit, in response to the SOW, a hybrid labor hours quote for work related to Task 1 and Task 2 of the Statement of Work and a firm fixed price quote for Task 3. Partial quotes will not be accepted for this requirement. In addition, the FAR 52.212-3 representations and certifications MUST be submitted if they are not already completed and available online at sam.gov. Quotes shall be submitted in Word or Adobe via FedConnect no later than 1:00 p.m. EST on Monday, August 25, 2014. Questions are due no later than 1:00 pm on Friday, August 8, 2014.
