- USAF F-15 ADCP II PRODUCTION SOURCES SOUGHT SYNOPSIS 1. THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. 1.1. The purpose of this Sources Sought Synopsis is for market research purposes only, and is issued solely for information and planning purposes, and does not constitute a solicitation or a request for quotation. Information provided will be used to improve the Government's understanding of the current marketplace, facilitate decision making and to identify capable sources which can provide, without Government funded modification, continued integration and installation of the aircraft components discussed below. Information provided will not be disclosed outside the Air Force. 1.2. The National American Industry Classification System (NAICS) code for this action is 336411, Aircraft Manufacturing: Aircraft Conversions (i.e., major modifications to systems), size standard 1,500 employees. All prospective contractors must be registered in the System for Award Management (SAM) database with a NAICS code associated with this effort in order to be awarded a DoD contract. The Government is interested in all large and small businesses to include Small Disadvantaged, 8(a), Veteran Owned, Service-Disabled Veteran-Owned, Hub-zone, Women-Owned, and Economically Disadvantaged small business concerns. 1.3. The government requests that interested parties respond to this notice, if capable, and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar supplies and services offered to the Federal Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Respondents should also state whether they are interested in being a prime contractor for this requirement or a subcontractor. If interested in subcontracting, provide data to your company's abilities in each item listed in the Capabilities Package section of this notice. 1.4. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this Sources Sought Notice. Responses to the Sources Sought Notice will not be returned. Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, if one is issued. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. 2. Program Details 2.1. The Government is contemplating use of a Fixed Price contract type. Additionally, there is currently no timeframe for potential RFP release. The anticipated contract award, if issued, may be in the late 2017 timeframe. 2.2. The United States Air Force (USAF), through the Air Force Life Cycle Management Center (AFLCMC), has contracted the development phase of an upgrade of the Advanced Display Core Processor (ADCP II) on the F-15 C and F-15E aircraft with the Boeing Company. The USAF is planning a sole-source contract for the continued integration, purchase, production, and installation in support of the ADCP II to be awarded to the incumbent. If a contractor believes they can produce, integrate, and install the ADCP II with no degradation to the F-15 weapon system level of performance, they should respond to this Sources Sought Synopsis. 2.3. Information provided should include capability demonstration to provide for ADCP II Low Rate Initial Production followed by Full Rate Production over five years for a total of 464 units. The contractor will be responsible for obtaining access to all necessary F-15C and F-15E technical data and expertise needed to integrate, produce, and install ADCP II systems meeting software, technical, functional, interface, power, cooling, reliability, qualification, and acceptance requirements. Interested sources must provide specific details on how required technical data and expertise will be obtained. Qualified sources must have an in-depth knowledge of the F-15 ADCP II design and have the existing capability to perform all of the stated requirements. 3. Capabilities Package 3.1. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Please limit the response to 20 pages. The file size may be no larger than 3MB. The package shall include the following information: 3.1.1. Company Information: Name, address, telephone number, point of contact names, e-mail addresses, CAGE code, and business size (for small business include socioeconomic status e.g. 8(a), HUBZone, etc.) 3.1.2. Point of Contact (to include phone number and email address) 3.1.3. Is your company domestically or foreign owned (if foreign, please indicate the country of ownership)? 3.1.4. Recommendations for use of an alternative NAICS code. 3.1.5. Recent, relevant Federal Government experience in all areas should be provided. 3.1.6. The Government is still determining acquisition strategy; however, if a Small Business Set-Aside becomes part of the strategy, the contractor must provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. 3.1.7. Interested sources must have in place the ability to receive, generate, and store classified materials, as well as suitable facilities, tools, equipment, and personnel to accomplish this effort. 3.1.8. Major Risks: Identify any major performance, schedule or cost risks anticipated. 4. All questions regarding this sources sought shall be submitted in writing by email to Jennifer Lockhart at jennifer.lockhart.1@us.af.mil. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 19 September 2014 will be answered. 5. All submissions are requested to be made electronically by 4 pm EST on 19 September 2014 and sent to the F-15 Program Office, Attn: Jennifer Lockhart at jennifer.lockhart.1@us.af.mil. 6. The Government reserves the right to contact the submitting parties as required, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government. Respondents will not be notified of the results of the assessment.
