Description
Site Survey Checklist The U.S. Department of Transportation, Office of the Assistant Secretary Research and Technology (OST-R), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for furnishing all equipment, materials, and labor to remove one (1) existing 2,500 gallon diesel underground fuel storage tank (UST) and the replacement with one (1) 1,000 gallon diesel above ground fuel storage tank (AST) at the following location: Allentown Airport (ABE) 135 Fashion Drive Allentown, PA 18109 Replace 1 Diesel UST with 1 Diesel AST The requirements for this project include: 1) Removal of the specified existing diesel underground fuel storage tank system; 2) Provision and installation of replacement aboveground diesel fuel storage tanks; 3) Provision and installation of diesel fuel storage tank monitoring system; 4) Removal and replacement of diesel fuel system service piping; and 5) Documentation of field services. The Contractor shall provide all permits, approvals and insurance coverage required by local, state and federal authorities. All work will be closely coordinated with each local authority for airport operations and will comply with all inspection requirements from project stakeholders. A detailed statement of work will be set forth in the Request for Proposal (RFP). The complete RFP will be issued on or about September 3, 2014. The applicable North American Industry Classification System (NAICS) code for this requirement is 237120 and the small business size standard is $36.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures as a total small business set aside. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through SAM. Potential offerors are highly encouraged to complete the online provisions within SAM. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
