- The Bureau of Reclamation intends to exercise option year one for the period of 10/01/2014 through 9/30/2015 for management of the Lost Creek Reservoir Recreation Area. The base contract was awarded 9/20/213 on a sole source basis under FAR 6.302-1 for a base year and three option years to Morgan County. The award was firm fixed priced. The contract includes FAR 52.217-08 Option to Extend Services and FAR 52.219-9 Option to Extend the Term of the Contract. The North American Industry Classification Code is 561210. The SBA size standard is $38.5 million. The performance period is as follows: Base Year 10/01/2013 to 9/30/2014. Option Year 1 10/01/2014 through 9/30/2015. Option Year 2 10/01/2015 through 9/30/2016. Option Year 3 10/01/2016 through 9/30/2017. Managing Lost Creek Reservoir includes restroom cleaning services, maintaining the entrance gate and restrooms, installing visitor use signs, vault toilet pumping, stocking restrooms with toilet paper, disposing of trash, operating the entrance gate, grading the gravel roadway, and snow plowing. This action was awarded on a sole source basis because in the early 1990's Reclamation entered into a four way memorandum of understanding for management of the recreation at Lost Creek Reservoir. Up until that time the Utah Division of Parks and Recreation (State Parks) had managed this area solely. Due to budget cuts, State Parks could no longer manage the area without additional financial resources. Morgan County expressed interest in seeing that recreation opportunities at Lost Creek Reservoir continued. Utah Division of Wildlife Resources, Bureau of Reclamation, Morgan County, and State Parks decided that Morgan County would manage the recreation resource at Lost Creek Reservoir with the assistance form the other parties. Lost Creek is a Reclamation facility which Reclamation is responsible for. Paying a portion for the management of Lost Creek to Morgan County is in the best interest of the Government because if Morgan County didn't manage Lost Creek, the facilities would then be turned back to Reclamation to manage ourselves. Reclamation would then bear the full burden of managing the recreation facility. Any firm that believes it could fulfill the Government need described herein must submit a capability statement to the Contracting Officer, Lisa Hilton, ( lhilton@usbr.gov) by close of business August 26, 2014 for consideration. However, the Contracting Officer reserves the right to make the final decision on source selection in the best interest of the Government.
