QUESTIONS AND ANSWERS: Q1. Is this a follow-on requirement? A1. No Q1a. If so, could you please provide the incumbent contract number for this opportunity? A1a. N/A Q1b. If not, is this a new requirement? A1b. Yes Q2. Will the government make available the current Strategic Plan? A2. Yes Q3. Per the SOW, can the government indicate as to percentage of the current strategic plan actions items that have been completed? A3. None of the action items have been completed. The management team at PIRO has been meeting regularly to discuss this initiative but we would like an independent set of eyes to review our methodology for accomplishing the project. Q4. Is your customer looking for one (1) Full Time Equivalent for the 6-month period for a total of 160 billable hours or a team (2 or 3) of planners each at 160billable hours? A4. One full time equivalent (160 hrs). Q5. Is your customer looking for the work to be accomplished on site at Honolulu, Hawaii? We are concerned about competitiveness for vendors outside of Hawaii. Is there a possibility to reducing the amount of effort on site? A5. Much of the work will need to be accomplished in Hawaii. Conducting on site interviews with staff and stakeholders is essential to the success of the project. We would like the contractor to be on site for at least 80 of the 160 hours (50%). Q6. 160 hours of work (4-weeks) of effort within a 6-month window is extremely shallow when compared to the milestone listings. Is your customer anticipating the 160hours will be spread across the 6-month window, which becomes problematic is all work is to be accomplished in Hawaii? A6. We believe that one contractor working 160 hours is sufficient. The contractor will not be working alone. PIRO will provide one full time employee to work on this project with the contractor. The hours do not need to be spread over 6 months; we anticipate the project taking 6-8 weeks once the process begins. We had to put a "no later than date" (6 months) for purposes of solicitation. Q7. I would like to ask a question regarding whether travel should be included in our quote or is that separate and apart? A7. We would like to see the travel broken out as a separate line item. Q8. Will NOAA personnel involved in this initiative use, or have access to, Microsoft Project for planning and scheduling purposes? A8. It is unlikely that NOAA personnel will have access to Microsoft Project.
