- Battelle Pacific Northwest Division (Battelle), Management and Operating Contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL) is requesting information from prospective Offerors in accordance with the below DRAFT Statement of Work. This Request for Information (RFI) is intended to collect information regarding available technical expert capabilities for Android Consulting Support. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. Battelle anticipates issuing a Request for Proposal after final determination of statement of work requirements. BACKGROUND: The Pacific Northwest National Laboratory (PNNL) has approximately 4,200 staff and is operated by Battelle Memorial Institute, Pacific Northwest Division with a main campus located in Richland, Washington and satellite offices in Sequim and Seattle, Washington; Portland, Oregon; and Washington, D.C. Battelle has undertaken an effort to enhance the Android user experience associated with PNNL's Connected (BYOD) Program. Battelle is contemplating a Request for Proposal for services with a commercial vendor that has greater depth and experience than the current capabilities at PNNL in implementing, supporting and managing this environment. Environment Overview Currently manage 1400 iOS (version 5.1 and later) and 300 Android (version 4.0 and later) devices using Citrix XenMobile. Email is delivered to devices using Microsoft ActiveSync and secured using client certificate authentication and XenMobile Mail Manager. Internal web sites and internal applications are secured using Cisco Anyconnect VPN and client certificate authentication. Access to enterprise cloud storage, network shares and share point sites is done with Acronis Access (mobilecho and activecho). F5's BigIP Local Traffic Manager and Access Policy Manager are used to provide load balancing and to bridge between client certificate authentication and kerberos. User accounts are stored in Microsoft Active Directory and certificates are issued by Microsoft PKI. OTHER RELEVANT INFORMATION: Potential respondents must be a US company and able to prove that it is not under Foreign Ownership, Control or Influence (FOCI). Contractor personnel accessing Laboratory's systems must be eligible for a DOE security clearance (US citizens and able to pass a Federal background check). Information Requested: Information requested from potential Offerors is part of a market research effort to identify current solutions and technical expert capabilities that can address the below list of elements from a DRAFT Statement of Work. Responses should detail separately the supplier's service management and delivery capability for each of the items. Responses are to be based on actual experience in providing these services to a similar sized or larger organization than PNNL. Android Consulting Support DRAFT Statement of Work - Description of Services (Tasks) 1. REVIEW ANDROID EXPERIENCE Scope: Conduct an assessment of the overall Android user experience associated with PNNL's Connected (BYOD) Program and develop recommendations and associated action plans to address deficiencies. Specific activities include: A.Assessment to include review of enrollment process, authentication, app store, and device and application usability B.Conduct user focus groups and interviews with mobile administrators and outreach team C.Benchmark PNNL's BYOD implementation on Android against other industry implementations of Citrix XenMobile Deliverables: A.Assessment report of Android user experience, including recommendations for improvements B.Identify the configuration and deployment actions to implement the recommendations 2. SECURITY AUTHENTICATION ANALYSIS Scope: Review PNNL's analysis for the length of the Android authentication PIN to maintain appropriate security for PNNL data on Android devices. Identify mitigations that can be applied to maintain PNNL security requirements with the shortest possible PIN. Specific activities include: A.Review of PNNL security requirements B.Review of PNNL risk analysis of the length of the Android authentication PIN C.Review of industry standards and approach for Android authentication Deliverables: A.Analysis report of security risk and impacts associated with varying authentication PIN lengths B.Report of mitigations that can be applied to reduce risk C.Identify the configuration and deployment actions to implement recommended mitigations 3. BIOMETRIC AUTHENTICATION Scope: Assist PNNL with a secure implementation of Android biometric authentication with Citrix Xenmobile. Specific activities include: A.Review and understand PNNL security requirements B.Conduct an alternatives analysis that identifies and evaluates implementation options Deliverables: A.Alternatives analysis report including evaluation of identified options, including any enhancement requests required for Android and XenMobile, if applicable B.Identify the configuration and deployment actions to implement biometric authentication 4. ELIMINATE CERTIFICATE PROMPTING Scope: Assist PNNL to implement a solution to eliminate the certificate selection prompt when launching web-based applications. Specific activities include: A.Review PNNL's current implementation and planned approach to eliminate this issue B.Compare implementation with other industry implementations and approaches Deliverables: A.Set of recommendations for mobile web applications to eliminate the certificate selection prompt. 5. MARKET ANALYSIS Scope: Provide an analysis of the direction industry is heading for Android support in BYOD implementations. Deliverables: A.Analysis report and presentation to leadership team of industry direction for Android BYOD support. RFI PROCESS SYNOPSIS: Questions should be submitted in writing until 09/03/2014. Questions received along with the Battelle answers, will be provided in email to respondents who have acknowledged their interest in the RFI. Submittals should bear a transmittal (cover) page which sets forth the following: company name, this Sources Sought name, the due date, and the supplier's contact name, title, and contact information. All submittals in response to this Sources Sought must be received on or before 09/05/2014 by email addressed to Kit Steichen McBurney, at kit.mcburney@pnnl.gov and Rolando Lara, at rolando@pnnl.gov.
