- Bid Schedule Revised 18 August 2014 Amendment 04 Solicitation ******************** Notice as dated 20 August 2014***************** The proposal due date has been extended to 28 August 2014, 2:00p.m. CT. See attached Amendment 04 to the subject Soliciation for changes and clarifications. *************************************************************** *********** NOTICE DATED 8/15/2014 *********************** Due to continuing questions and confusion regarding the bid schedule, the government is looking at actuals to determine a good estimated quantity for contractors to bid to, rather than just showing a price for each range (if applicable). This information will allow contractors to gauge the government's estimated usage so they can bid more accurately and better reflect quantity discounts. An amendment will be posted within the next week to correct our bid schedule, correct sections L&M to reflect any applicable changes in the evaluation process, and extend the proposal delivery date by a week. The estimated date for proposals at this time will be 28 Aug 2014. ************************************************************ Eglin Air Force Base (AFB) FL intends to award a requirement for Paving (Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price Construction Contract.) on Eglin AFB FL. The North American Industry Classification System (NAICS) code for this requirement 237310 and size standard of $33.5M. This procurement is Full and Open Competition. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. The work under this contract consist of resurfacing, full depth reconstruction, and new full depth construction of bituminous concrete and portland cement concrete pavements to include airfield pavements, roadways, parking lots, and sidewalks, coldplaning of bituminous concrete pavement, construction of curb return widenings, new construction of bituminous concrete ramp-downs, crack repair in bituminous concrete pavement, new construction of concrete foundation walls and footings, slabs on grade adjusting of covers and frames and grates to be flush with new pavements, removal and resetting of existing concrete curbing, painting new pavement markings, and removal and reinstallation of existing parking bumper blocks and traffic control devices as well as placement of new parking bumper blocks and traffic control devices as required. Performance period is one year for the Basic contract plus four (4) One-Year options. Issuing of the Notice to Proceed (NTP) will be addressed at the individual task order level. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The PROPOSAL DUE DATE is 28 August 2014. All interest prospective contractors must be registered in the DoD System for Award Management (SAM) database located at (www.sam.gov/portal/public/SAM/)) prior to award of a Government contract. Offerors are further advised that failure to register in SAM will render your firm ineligible for award. Please see attached solicitation for full details of this project. This acquisition is a Trade-off Acquisition (PPT) with price and past performance approximately equal. The magnitude of this construction requirement will be between $25,000,000 and $100,000,000 for the Basic plus four (4) One-Year option years combined. Performance period is 365 calendar days.
