Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number is RQ-44-14-000102 and is being issued as a Request For Quote (RFQ). This procurement is a 100% Total Small Business Set-Aside. This requirement is for Conflict Coaching Professional Services. The Period of Performance is one base year plus four option years. Please see attached SOW. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the System For Awards Management (SAM) database before an award can be made to them. If the offeror is not registered in SAM, it may do so through the SAM website at http://www.sam.gov. Provisions and clauses applicable to this acquisition are as follows: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.222-3 Convict Labor, FAR 52.232-17 Interest, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.233-3 Protest After Award, FAR 52.247-34 F.O.B. Destination, FAR 52.252-2 Clauses Incorporated by Reference, 52.225-13 Restrictions on Certain foreign Purchases (Jun 2008), 52.232-39 Unenforceability of Unauthorized Obligations (June 2013) (Reference). The following clauses, applicable to this acquisition, are local PBGC clauses are referenced and all interested offerors may request a copy from the contract specialist: PBGC-32-004 Invoice Submission Information (Jan 2012); PBGC-39-001 Electronic and Information Technology (Oct 2004); PBGC04-004 PBGC Information Security (Feb 2011). Full text of these provisions and clauses, with the exception of the local clause, may be obtained from the following internet website: http://www.acquisition.gov/far/. PBGC 39-003 AUTHORIZED SERVICE PROVIDER (JUL 2011) - The offeror must be recognized by the legal owner as an authorized provider of the software/hardware identified in the schedule. The legal owner is defined as the legal entity that holds the proprietary rights to the software/hardware. The offeror must be a recognized entity that is authorized to sell, distribute, copy and/or change the content of the software/hardware. The offeror must certify its status as an authorized provider of the software/hardware identified in the schedule by providing written proof of its status in its response to the solicitation. PBGC reserves the right to verify information provided and check with the legal owner to confirm the offerors status. If the offeror is found not to be an authorized provider, the contracting officer shall notify the offeror that its proposal is excluded from the competitive range or eliminated from the competition. The notice shall state the basis for the determination and that a proposal revision will not be considered. Questions shall be submitted electronically to little.edwin@pbgc.gov and carrillo.jessica@pbgc.gov no later than 11:00 AM (Eastern Standard Time) 26 August 2014. Quotations shall be submitted electronically to little.edwin@pbgc.gov and carrillo.jessica@pbgc.gov no later than 11:00 AM (Eastern Standard Time) 03 September 2014. Quotations must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFQ will be published thru FedBizOpps. Therefore, it is the Offeror's responsibility to visit the FedBizOpps website frequently for updates on this procurement.
