- This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The International Trade Administration (ITA) of the Department of Commerce strengthens the competitiveness of U.S. industry, promotes trade and investment, and ensures fair trade through the rigorous enforcement of our trade laws and agreements. ITA is organized into three distinct but complementary business units: The Global Markets (GM) unit combines ITA's country and regional experts, overseas and domestic field staff, and specific trade promotion programs to provide U.S. firms with the full suite of country-specific export promotion services and market access advocacy, while promoting the United States as an investment destination. The Industry and Analysis (I&A) unit brings together ITA's industry, trade, and economic experts to advance the competitiveness of U.S. industries through the development and execution of international trade and investment policies and promotion strategies. I&A will leverage ITA's relationships with manufacturing and services industries to increase U.S. exports. The Enforcement and Compliance (E&C) unit enhances ITA's responsibilities to enforce U.S. trade laws and ensure compliance with trade agreements negotiated on behalf of U.S. industry. ITA Common Data Platform The Common Data Platform (CDP) is an ITA enterprise-wide Web information portal to facilitate trade and economic analysis. The platform provides guidance on data availability, usage, and standard business practices as well as serving as a collaborative tool. The CDP provides ITA-wide access, across the U.S. and around the world, to relevant news, information and data resources, identifies recommended resources, and outlines important citation procedures in an effort to promote accuracy and consistency in all ITA work. The goals of the CDP are to: • Increase the amount of high quality trade and economic data available to ITA users by identifying the best sources. • Broadening access to existing sources through DOC agency partnership agreements • Identifying opportunities to fund additional sources by aggregating purchasing. • Improve the quality of ITA analytical products by: o Providing guidance about the best data sources available for specific types of research and analysis o Standardizing the data sources used throughout the ITA to promote more uniform work products Through the CDP portal ITA staff members are linked to over 60 public and proprietary resources on industry, company, and country information, trade and economic data, and tariff and export trade schedules. The objective of this procurement is to provide access to ITA staff stationed worldwide to a detailed, comprehensive industry sector information and data subscription. In particular, ITA seeks the maximum coverage of industry sectors/subsectors prioritized in the President's National Export Initiative (NEI) / Next to regularly track and provide the best analysis and customized searches for markets all over the world. In addition, ITA seeks the maximum coverage of industry sectors and subsectors in support of the ITA Global Teams industry specialists worldwide who provide industry-specific trade counseling and market research to U.S. companies seeking to export and work with industry associations and provide business matching services at major industry trade shows. The purpose of this procurement is to obtain an online subscription to Business Monitor Online (BMO) Industry Research Service or an Equal Subscription containing the industry research, analysis, forecasts and data with easy-to-use features for online searching, viewing contents, ad hoc reporting and data exporting for customized analyses. ITA-wide access will be through the Common Data Platform (CDP) on the organization's intranet. ITA's industry, trade, country and economic staff located in over 100 offices throughout the U.S. and Embassies and Consulates in more than 70 countries worldwide currently use BMO to perform tasks in support of ITA's mission including: • Evaluate market access for customer counseling and business matchmaking • Research latest industry and trade data for official reports, presentations, briefings and memos • Market analysis including recent developments and forecasts • Preparing for trade/congressional delegations Industry country-specific profiles are particularly important to ITA's export promotion and trade counseling services to U.S. businesses on top prospective markets, industry forecasts in a market, and competitive intelligence for business matchmaking. Market intelligence on key industry sectors and daily news updates keep ITA industry experts current and inform their analysis for USG internal strategic discussions. BMI rankings of market data provide quantitative input for the methodology in industry studies, often released to the public. The subscription shall provide the following industry sectors: 1. The President's National Export Initiative (NEI) / Next 17 prioritized sectors/subsectors: Chemicals Aerospace Auto Parts Automotive Building Products Construction Machinery Processed Foods Pharmaceuticals Medical Devices Semiconductors Software/IT Communications/Network Equipment Textiles & Apparel, Agribusiness Electricity Transmission Civil Nuclear Recreational Vehicles 2. The ITA Global Teams industry sectors: Agribusiness Aerospace Automotive Design & Construction Education Energy Environmental Franchising Healthcare Information/Computer Technology Manufacturing Marine Tech Publishing Safety and Security Textile& Apparel Travel & Tourism The subscription shall provide the following content for industry sectors listed in 4.1: 1. Industry sector content shall provide global, systematically updated reports, analysis, ratings and forecasts based on a specific methodology that provides for comparative analysis. 2. Daily Articles Daily articles reporting on events and news including impact of change in regulation, M&A activity, company financing, change in industry trend, product development will have for business with interests in that sector. 3. Reports and Strategic Content Country-industry sector-specific reports containing market overviews, industry forecast scenarios, regulatory analysis and the competitive intelligence including profiles of major companies in an industry and risk/reward profile of investing in a given industry in a given country. These reports shall be updated quarterly. 4. Data and Forecasts Subscription shall provide comprehensive data for customized user analysis, Data shall be systematically reviewed and revised as necessary on a quarterly basis, or more often when developments require it. a. Country-Industry-specific Forecasts: including historic data series and 5-year forecasts for all key industry indicators, supported by explicit assumptions, plus analysis and commentary of key downside risks to the main forecast. The types of indicators included: • Trade • Production / generation • Consumption • Sales • Prices • Values • Demographics • Spending b. Industry-Specific Databases: Subscription shall provide iindustry-specific data focused on projects, companies, and products which can be used to identify opportunities, track competitors, clients and partner activities in the following industries: • Renewable Energy Sector (all technologies) • Infrastructure Sector • Telecommunications Sector • Oil & Gas Sector • Pharmaceutical & Healthcare c. Multinational Company Networks: Features multinational company homepages listing global site networks for each company, links to competitor and peer group networks, and daily company and industry news coverage. Online Functions and Account Support 1. Contractor shall provide online functions for ITA staff to: • Access subscription using IP Authentication • Create Email Alerts customized by ITA user • Archive as PDF of all reports • Select and export data to Excel, for customized user analysis and • Save charts and graphs as PDF or image files. • Customized search and create user-specified reports 2. Contractor shall provide account support to the ITA CDP Team including: • Individual dedicated Account Manager and access to Business Monitor Client Services regular training (as dictated by the ITA) • Contact with Business Monitor Analysts - in the format of email, teleconferences, in-person presentations • Usage statistics will be provided on a frequency as instructed by the ITA CDP Team • Regular podcasts which are free to listen/download for the ITA • Regular webinars which are free for the ITA to participate Contractor shall provide delivery of the subscription thru a URL link from the CDP Page on the ITA Central intranet using IP authentication. Account Support service deliver be provided to the CDP Team remotely through webinars for training, email and telephone. The Contractor shall use IP authentication for ITA user access by a URL link placed on ITA Central (intranet). The subscription shall be delivered via a link to the vendor's Web-based, online system. The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet.
