- (I)This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)This solicitation is issued as a request for quotation (RFP), P14PS02321. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (IV)This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541620. The small business size standard is $14,000,000. (V)This combined solicitation/synopsis is for purchase of the following commercial services: The purpose of this solicitation is to obtain environmental consulting services for the Conservation and Outdoor Recreation Division (COR). (VI)Description of requirements is as follows: The National Park Service (NPS) accomplishes its mission for natural resource conservation and outdoor recreation in communities across America through the Conservation and Outdoor Recreation Division (COR). COR embraces the principles of civic engagement, collaboration, and cooperative conservation. Partnerships form the foundation upon which the COR Division acts to connect the American public to their natural, cultural, and recreational heritage. COR programs extend and expand the contributions of the National Park Service in Parks and throughout the nation. Through close and ongoing partnerships with sister federal and state agencies, regional and local offices, agencies, organizations, and individuals, we develop and protect an enhanced network of parks, trails, rivers, and other special places across the country for the enjoyment of all Americans. COR programs include: Hydropower Recreation Assistance which provides technical assistance on recreation access and facilities, instream flows for recreation, and riparian corridor protection to all participants in licensing proceedings of the Federal Energy Regulatory Commission (FERC); Wild and Scenic Rivers which supports the 58 rivers in the National Wild and Scenic Rivers System for which NPS has responsibilities to protect free-flowing condition and outstanding natural, cultural, and recreation values for the enjoyment of present and future generations; and Rivers, Trails and Conservation Assistance (RTCA) which assists community-led natural resource conservation and outdoor recreation initiatives by providing guidance to conserve waterways, preserve open space, and develop trails and greenways. Additional specialized expertise is urgently required to enable NPS to remain effectively engaged in these program areas, specifically, hydropower licensing, Wild and Scenic River issues, and rivers, trails, and conservation assistance projects. This solicitation is for ongoing efforts to support COR hydropower work in Alaska, the NPS Pacific West Region, the development of an internal hydropower assistance guidance manual, Wild and Scenic River assessments on state-administered rivers in California, and planning support for RTCA projects. Statutory authority or regulations affecting the overall requirement include: Federal Power Act, regulations as amended - requires consultation with NPS (18 CFR 4.38(a); 18 CFR 5.1 (d); and 18 CFR 16.8(a)). Wild and Scenic Rivers Act of 1968 - FERC license restrictions related to the national wild and scenic rivers system (Sec.7(a) and (b), 16 USC 1278(a) and (b)); NPS assistance related to river resources (Sec.11(b), 16 USC 1282(b)); and Federal agency consideration for potential wild, scenic, and recreational river areas (Sec.5(d), 16 USC 1276(d)). (VII)Place of performance shall be at the contractors site (VIII) Period of performance shall be September 20, 2014 through September 20, 2019. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Apr 2014), applies to this acquisition. In addition to written pricing, offers are instructed to provide a technical proposal, key personnel information and past performance. (X) FAR 52.212-2, Evaluation Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Technical, Key Personnel and Firm Experience and Past Performance, when combined, are approximately equal to price. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (May 2014), with its proposal. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (May 2014), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (July 2014) applies to this acquisition. (XIV) The Government intends to award a firm fixed price contract with a one year base period and four subsequent one year option periods.
