- NOTICE OF INTENT TO SOLE SOURCE The government intends to make a sole source award to Advanced Sterilization Products Services, Incorporated (ASP) for full service maintenance of ASP 100NX Sterrad System. This notice is informational only and is neither a request for quote nor a solicitation for proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must contain detailed information and must show clear and convincing evidence not-later-than 2:00 pm CST on August 25, 2014 that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates the ability to meet the agency's needs. Information can be sent to carlos.suggs@va.gov. Advanced Sterilization Products Services, Incorporated (ASP) is currently providing full service maintenance, technical support and semi-annual and annual preventive maintenance on the ASP Sterrad 100NX System for VAMC Louisville, Kentucky. ASP currently provides maintenance services for the ASP Sterrad 100NX System already in place at VAMC Louisville, to include all labor, parts, material, equipment, Original Equipment Manufacturer (OEM) trained and certified field service representatives located within the Northern Kentucky/Southern Indiana area, transportation expenses and supervision. ASP presently has a field representative located within the Northern Kentucky/Southern Indiana area who has been trained and certified by the OEM to service the specific model of equipment. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements would occur. Under the authority FAR Part 6.302-1(2), the procurement of items through other than full and open competition is allowed; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." ASP is the only known local source available to satisfy this current need.
