- Description
- This is a combined synopsis/solicitation for this service prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The AFTC Installation Contracting Division/PZIOAB, Eglin AFB FL, intends to award a firm-fixed price contract for Lithium Fluoride Window as listed below. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F1TBAM4164A001. The acquisition will be 100% small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 333314 with a size standard of 500 EMP. Please identify your business size in your response based upon this standard. CLIN- 0001- Lithium Fluoride Windows (QTY:80 Each) Material: Lithium Fluoride, single crystal Geometry: cylindrical disc, diameter 44mm (+/- 0.25mm), thickness 20mm (+/-0.25mm) Crystal orientation: faces normal to <100> within 2 degree Orientation special instruction: Prior to coating, the crystal orientation on a randomly selected subset of 5 pieces must be verified to be within spec by a 3rd party laboratory. Flatness of faces: 2 lambda Parallelism of faces: 3 minutes Face 1 polish: 40/20 or better Face 2 polish: see special instructions below Outer diameter: ground (not polished) Face 1 coating: dual band AR coating for 532nm and 1550nm, normal incidence. Reflection levels are "best effort". Face 2 coating: 1000nm aluminum Special Instructions: AFRL will send one or two samples to match for the face#2 polish. The desired degree of "polish" is actually something between a fine grind and a polish that we are unable to quantify at this time. The best guess specification is that the desired surface is as homogenous as possible with roughness Ra of 0.05-0.10 micrometers. The desired effect is to impart what is qualitatively described as a slight haze to Face 2. A sample must be sent to AFRL after this step for approval before proceeding with the coating. It is possible that one or two iterations will be required, and that the processing will involve beginning with a polished surface and then manually depolishing to get the desired level of "haze". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66, Defense Acquisition Circular (DPN 20130419) and Air Force Acquisition Circular (AFAC) 2013-0327. All FAR clauses may viewed in full text at http://farsite.hill.af.mil. The listed FAR clauses apply to this solicitation and are incorporated by reference. • 52.212-4, Contract Terms and Conditions - Commercial Items • 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items o 52.219-6, Notice of Total Small Business Set-Aside o 52.219-28, Post-Award Small Business Program Rerepresentation o 52.222-3, Convict Labor o 52.222-19, Child Labor - cooperation with Authorities and Remedies o 52.222-21, Prohibition of Segregated Facilities o 52.222-26, Equal Opportunity o 52.222-36, Affirmative Action for Workers with Disabilities o 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving o 52.225-13, Restriction on Certain Foreign Purchases o 52.232-33, Payment by Electronic Funds Transfer - CCR. • 52.232-8, Discounts for Prompt Payment • 52.232-40, Providing Accelerated Payments to Small Business Subcontractors • 52.247-34, FOB Destination OR 52.247-29, FOB Origin • 52.252-2 Clauses Incorporated by Reference Farsite.hill.af.mill • 252.203-7002, Requirement to Inform Employees of Whistleblower Rights • 252.204-7003, Control of Government Personnel Work Product • 252.211-7003, Item Identification and Valuation • 252.225-7001, Buy American Act • 252.225-7002, Qualifying Country Sources as Subcontractors • 252.232-7003, Electronic Submission of Payment Requests • 252.232-7010, Levies on Contract Payments • 252.247-7023, Transportation of Supplies by Sea • 252.247-7023 Alt III, Transportation of Supplies by Sea • 5352.201-9101, Ombudsman • 5352.223-9000 Elimination of Use of Class I Ozone Depleting Substances (ODS) • H-850 (SF1449) or H847 (DD1155), Local Clause for WAWF The vendor agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quote.
